Maģistra darbs ir izstrādāts par aktuālu un nozīmīgu tematu – Skolas akreditācija – skolas darba kvalitātes izvērtējuma process.
Skolas darba plānošana ir tās mērķu noteikšana un stratēģisku, taktisku un operatīvu lēmumu pieņemšana, lai sasniegtu izvirzītos mērķus, Savukārt, lai noteiktu mērķus nepieciešams izvērtēt situāciju, kurā atrodas izglītības iestāde un uz kurieni tā vēlas iet. Tāpēc ļoti nozīmīgs ir pašvērtējuma izstrāde, kā arī skolu darbības kvalitātes vērtēšana jeb akreditācija, kuru vada speciālu sagatavoti eksperti, lai vērtējumā ieviestu objektivitāti.
Maģistra darbā tiek izpētītas teorētiskās nostādnes skolu darbības vērtēšanā, normatīvie dokumenti par skolu akreditāciju, kā arī analizēta un izvērtēta jaunā skolu akreditācijas metodika un izmēģināta darbībā Zantes pamatskolā.
Maģistra darbā apkopotas citu valstu atziņas un pieredze skolas darbības izvērtēšanā, kas dod iespēju analizēt un salīdzināt to ar Latvijas skolu vērtēšanas pieredzi
Pēdējos desmit gados notikušās izmaiņas ideoloģijā, ekonomikā un politikā ietekmējušas arī pārmaiņas izglītībā. Skolas vadītājam nozīmīgi, lai skolas darbības izvērtējumā piedalās ne tikai skolas vadības komanda, bet viss skolas kolektīvs, arī skolēni un viņu vecāki, sabiedrība. Skolas vadītājam, lai īstenotu vērtēšanu, jābūt labam profesionālim, kurš izprot izglītības politiku valstī, reģionā, skolā; pārmaiņu būtību un stratēģiju; kādai jābūt pedagoga profesionālai meistarībai, tās pilnveides virzībai, kā to īstenot un kā izvērtēt tās kvalitāti; inovatīvo darbību izglītībā, spēju jaunradīt un atbildēt, drosmi risināt; kad un kā uzlabot skolas darba efektivitāti, kas ir kvalitātes vadība.
Teorētiskās daļas pētījumā maģistra darba autore nonāca pie secinājuma, ka jaunā skolu akreditācijas metodika ir pieejamāka, saprotamāka, tomēr ļoti birokratizēta. Liela nozīme tiek piešķirta pašvērtējumam dažādos līmeņos – sākot ar skolēna pašvērtējumu ikdienas mācību darbā, skolotāja darba pašvērtējumu, skolas darbības kvalitātes pašvērtējumu.
Pozitīva ir jaunās metodikas objektivitāte vērtēšanas procesā, kas veicina skolu turpmākās attīstības plānošanu. Maģistra darba autore atzinīgi vērtē arī izglītības iestāžu akreditācijas un direktoru atestācijas vienoto vērtēšanu, jo nav iedomājama skolas darbības kvalitātes vērtēšana atsevišķi no direktora darba kvalitātes izvērtēšanas, jo šie procesi ir cieši saistīti, kas atspoguļojas iekšēji izstrādātajos normatīvajos aktos. Master work is worked out about urgent and important theme – School accreditation– the process of estimation of school work quality.
The planning of school work is determination of its aim and acceptance of strategical, tactical and operative (effective) decisions to reach the propounded aims. But to determine aims, it is necessary to estimate the situation which the educational establishment in and what way it would like to go. Therefore the working out the self – estimation as well as the estimation of school work quality or accreditation led by special prepared experts is very important to make the estimation more objective.
In the master work theoretical positings in the school work estimation, the normative documents about school accredation are studied as well as the new method of school accredation is analysed and estimated and practically tested in Zante elementary school.
The inferences and experience of other countries about the school work estimation are summarised in the master work. It gives the possibility to analyse and compare it with the experience of school estimation in Latvia.
The changes in ideology, economy and politics in the last ten years have had an influence on the changes in education. It is important for school principal that not only the school managers but also the whole school body, students and their parents, society take part in the school work estimation. School principal must be a good professional who understands educational policy in the country, region, school to realize the estimation. He must understand the essence and strategy of the changes, what the teacher’s professional skill (mastership) must be and its improvement direction, how to realize it and how to estimate its quality, innovation in education, ability to create and response, courage to solve when and how to improve the school work efficiency as well as what managers quality is.
The author of the master work in the theoretical part comes to a conclusion that the new method of school accreditation is more available, more comprehensible but very bureaucratic. Self – evaluation in different levels – beginning with the students self - evaluation in their daily study – work, teacher’s work self – evaluation and self – evaluation of the school work quality - plays a great role.
The objectivity of the new method in the estimation process is very positive. It promotes the further development planning of schools. The author of the master work also positively appreciates the united estimation of the school accreditation and the principals’ attestation because it is diffficult to imagine that estimation of school work quality is evaluated seperately from the estimation of principal work quality. These processes are closely connected and it is reflected in the normative acts (statements) worked out internally.
