Pašvaldību budžetu plānošanas problēmas un izpilde

Abstract

Maģistra darbs uzrakstīts par tēmu „Pašvaldību budžetu plānošana un izpilde Rīgas pilsētas pašvaldības piemērā”. Tas ir veltīts problēmu un nepilnību atklāšanai budžeta plānošanas un izpildes procesā un priekšlikumu izstrādei šī procesa pilnveidošanai. Ekonomiskās krīzes apstākļos pašvaldību budžetu kā konsolidētā kopbudžeta sastāvdaļas plānošana un izpilde ir ļoti aktuāls jautājums, kad, mazinoties nodokļu un nodevu ieņēmumiem, ir grūti balansēt budžeta ieņēmumus un izdevumus, pareizi noteikt izdevumu prioritātes, kā arī nodrošināt budžeta izpildi saskaņā ar plānu. Kopumā Latvijā ir 548 pašvaldības, no kurām 57 ir pilsētu domes pašvaldības, tai skaitā Rīgas pilsētas pašvaldība ar lielāko budžetu un sarežģītāko budžeta plānošanas un izpildes mehānismu, līdz ar to, šī pašvaldība ir izvēlēta kā pētījuma objekts. Maģistra darbs sastāv no trim nodaļām. Pirmajā nodaļā ir aplūkoti Latvijas Republikas pašvaldību budžeta veidošanās teorētiskie aspekti, izpētīta attiecīgā likumdošanas bāze. Savukārt otrajā nodaļā ir analizēta Rīgas pilsētas pašvaldības darbība, tās budžeta plānošanas un izpildes process problēmu un nepilnību atklāšanas nolūkā. Maģistra darba nobeiguma nodaļā ir izstrādāti ieteikumi budžeta procesa plānošanas un izpildes procesa pilnveidošanai Rīgas pilsētas pašvaldībā. Maģistra darba apjoms ir 82 lappuses. Tas satur 10 tabulas un 14 attēlus.

The subject of this master paper is “Planning and Fulfilment of the Budgets of Self-Governments on the Example of Riga City Self-Government”. It is aimed at the reveal of problems and deficiencies in the process of budget planning and fulfilment and drafting proposals to improve this process. In the conditions of economic crisis the planning and fulfilment of the budgets of self-governments as a component of state consolidated budget is a very topical question as due to the decrease of tax and duty revenues it is difficult to balance budget revenues and expenditure, to determine the proper priorities as well as to provide budget fulfilment in accordance with the plan. In Latvia, there are 548 self-governments, including 57 city council self-governments, of which Riga city self-government has the biggest budget and the most complicated budget planning and fulfilment mechanism – due to these reasons this self-government has been chosen as the object of research. The master paper consists from three chapters. In the first chapter theoretical aspects of the formation of the budgets of the self-governments of the Republic of Latvia are considered and relevant legislation base is researched. In turn, in the second chapter the performance of Riga city self-government and the process of planning and fulfilment of its budget are analysed in order to reveal the problems and deficiencies. In the conclusive chapter of the master paper the proposals are drafted to improve the process of planning and fulfilment of the budget of Riga city self-government. The volume of this master paper is 82 pages. In contains 10 tables and 14 figures.
