Valdnieka pienākumi Arthašāstrā

Abstract

Šis darbs veltīts valdnieka pienākumu analīzei ievērojamajā senās Indijas sacerējumā par politikas zinātni - „Arthašāstrā”, par kura sarakstītāju tiek uzskatīts bramīns Kautilja. Autore apskata vispārīgus valsts pārvaldes aspektus minētajā traktātā, sniedz valdnieka personībai izvirzīto prasību raksturojumu, kā arī plaši apraksta tādus monarha uzdevumus kā likumības un kārtības uzraudzība, pavalstnieku labklājības nodrošināšana, starptautisko attiecību veidošana un valsts militārā aizsardzība. Valdnieka pienākumi tiek raksturoti kontekstā ar vēsturiskajiem apstākļiem Maurju impērijā, kas visticamākais ir bijis laika posms, kurā tika sarakstīts aplūkojamais avots.

The subject of this master thesis is analysis of the ruler`s duties in the remarkable book on political science of ancient India „The Arthashastra”. The author of this paper deals with general aspects of the state administration in „The Arthashastra”, describes requirements stipulated for the personality of the ruler and analyses the following duties of the state administration: maintenance of law and order, safeguarding the welfare of the people, protection from the external aggression and implementation of foreign policy. The ruler`s duties are analysed in the context of historical circumstances in the Mauryan Empire, which is considered to be the time of the composition of this treatise.
