Parlamentārā uzraudzība par drošības iestādēm Latvijā

Abstract

Maģistra darbā „Parlamentārā uzraudzība pār drošības iestādēm Latvijā” tiek pētīti parlamentārās uzraudzības pār drošības iestādēm mehānismi, ar mērķi noskaidrot, kā Latvijā tiek realizēta parlamentārā kontrole pār drošības iestādēm, cik sakārtoti ir normatīvie akti un kā parlamentārās uzraudzības mehānismi darbojas praksē. Darba teorētiskajā daļā tiek skaidroti tādi teorētiskie jautājumi kā parlamenta funkcijas demokrātiskā valstī, parlamentārās komisijas, parlamentārā uzraudzība, parlamentārās uzraudzības pār drošības iestādēm mehānismi un efektivitātes kritēriji, savukārt empīriskā daļa tiek balstīta uz ekspertu intervijām. Darbā salīdzinoši pētīti arī Vācijas un Igaunijas parlamentārās uzraudzības pār drošības iestādēm modeļi. Darbam izvirzīts izpētes jautājums - vai esošie parlamentārās uzraudzības mehānismi pār drošības iestādēm Latvijā nodrošina efektīvu drošības iestāžu uzraudzību, vai drošības iestādes veic savas funkcijas atbilstoši likumā noteiktajai kārtībai un tiek nodrošināta iedzīvotāju interešu aizstāvība? Darba gaitā autors sniedz atbildi uz izpētes jautājumu. Autors darbā izvirza savus priekšlikumus, kurus uzskata par nepieciešamiem ieviest, lai uzlabotu parlamentārās kontroles efektivitāti pār drošības iestādēm Latvijā.

This master’s thesis on Parliamentary Oversight of Security Institutions focuses on mechanisms used for parliamentary oversight of security institutions in order to identify how such oversight is executed in Latvia, to determine whether the legislative framework for it is appropriate, and to assess the functioning of parliamentary oversight mechanisms in practice. The theoretical part of the thesis is devoted to theoretical issues such as the functions of a parliament in a democratic country, the role of parliamentary committees, the concept of parliamentary oversight, as well as mechanisms and effectiveness criteria for parliamentary oversight of security institutions. The empirical part of the thesis contains interviews with experts. A comparative study of parliamentary oversight of security institutions in Latvia and relevant models in Germany and Estonia has also been conducted. The following research question has been framed for the master’s thesis: Do the existing mechanisms used for parliamentary oversight of security institutions in Latvia ensure effective oversight of security institutions, do security institutions fulfil their functions in compliance with legislation, and are the interests of people protected? The study offers the answer to the research question. The author has provided recommendations for increasing the effectiveness of parliamentary oversight of security institutions in Latvia.
