Maģistra darba mērķis ir izpētīt centrālās bankas neatkarību Vācijā, Dānijā, Nīderlandē, Spānijā, Grieķijā, Portugālē, Latvijā un ASV, analizēt šo valstu centrālās bankas īstenoto monetāro politiku laikā no 1960. – 2011. gadam un identificēt, kā centrālās bankas neatkarība un cenu stabilitāte ietekmē finanšu stabilitāti ilgtermiņā.
Pirmajā nodaļā autore veic teorijas apskatu par finanšu stabilitātes un centrālo banku neatkarības jēdzienu būtību, biežāk izmantotajiem monetārās politikas instrumentiem un motīviem, kāpēc valdība vēlas iejaukties centrālās bankas darbībā un veicināt ekspansīvas monetārās politikas īstenošanu. Pirmajā nodaļā secināts, jo vājāka ir centrālās bankas neatkarība, jo spēcīgāka ir valdības ietekme regulēt emisijas apjomus valstī, pieļaujot naudas apjoma apgrozībā straujāku palielināšanos relatīvi pret IKP pieauguma tempu, lai ar naudas politiku īstenotu populārus īstermiņa mērķus. Šāda politika ne vien destabilizē cenu līmeni, bet arī neļauj attīstīties stabilai un ilgtspējīgai ekonomikai. Balstoties uz pirmās nodaļas secinājumiem, otrajā nodaļā autore analizē, kā īzvēlētajās astoņās valstīs ar atšķirīgu centrālās bankas neatkarību īstenota monetārā politika laikā no 1960. gada līdz 2011. gadam, un kā šī monetārā politika ir mijiedarbojusies ar bezdarba rādītāju, ārējās tirdzniecības bilanci, valdības budžetu un finanšu stabilitāti. Maģistra darba trešajā nodaļā autore analizē centrālo banku neatkarību raksturojošo rādītāju un inflācijas ietekmi uz finanšu stabilitāti, izmantojot faktoru analīzes un daudzfaktoru lineārās regresijas analīzes metodes.
Maģistra darba ietvaros izpētīts centrālo banku neatkarību ietekmējošo rādītāju loks un izstrādāts ekonometrisks modelis šo rādītāju ietekmes uz finanšu stabilitāti izvērtēšanai.

The master thesis examines the level of the central bank independence and implemented monetary policy in Germany, Denmark, Netherlands, Spain, Portugal, Latvia and the USA from 1960 – 2011 to identify the role of central bank independence and price stability goal in the pursuit of long-term financial stability.
Part 1 of the master thesis addresses the theoretical aspects of financial stability, central bank independence, the mostly employed monetary policy instruments and the motives that determine central government’s involvement in central-bank decision-making process to promote expansionary monetary policy. Conclusions of the Part 1 present that the less independent the central bank is, the more power government has to control money supply for financing popular short-term fiscal goals which in most cases results in money supply growth that exceeds the growth of the economy for a period of time. Such policy typically involves price increase as well as distracts economy from achieving balanced and sustainable growth. Within the framework of the proposed conclusions, the Part 2 of the master thesis assesses the monetary policy performed by the eight selected countries with different central bank independence level from 1960 – 2011, as well as identifies if there occurs any interaction between conducted monetary policy and the dynamics of unemployment rate, the foreign trade balance, central government budged surplus or deficit and financial stability. Part 3 focuses on calculating the effect caused by principles of central bank autonomy and inflation level on financial stability performing time series analysis based on factor analysis and multi factor regression model.
Within the master thesis, the author traces the principles affecting central bank independence, as well as develops an econometric model to examine and exhibit the level of influence of the central bank independence indicators on financial stability.
The master thesis is set out on 104 pages. The dissertation comprises 23 charts, 4 tables and 2 annexes. Bibliography consists of 110 entries.
