Miera uzturēšana pēc aukstā kara: ANO misijas

Apvienoto Nāciju Organizācija ir vienīga starptautiskā organizācija mūsdienu pasaulē, kas var globālā mērogā novērst, pārvaldīt un risināt konfliktus. Pēc aukstā kara konflikta saturs krasi mainījās, pārvēršoties no starpvalstu kara par iekšpolitisko decentralizēto vardarbīgu cīņu par ierobežotajiem resursiem, no kā cieš galvenokārt mierīgie iedzīvotāji. Šajā kontekstā ANO miera uzturēšana ir viena no būtiskākām organizācijas funkcijām, kas tiek vērsta uz ilgtspējīga miera veidošanu valstī. Darba mērķis ir izpētīt ANO miera uzturēšanas koncepciju pēc aukstā kara un novērtēt tās efektivitātes pakāpi, salīdzinot savā starpā dažu ANO misiju darbību. Autors piedāvā sekojošu zinātnisko hipotēzi: „Starptautiska konflikta iekšējie cēloņi ietekmē ANO miera uzturēšanas misiju efektivitāti”. Autors secina, ka pastāv tiešā korelācija starp konflikta iekšējo struktūru un miera uzturēšanas operācijas darbību. Tiek pierādīts, ka iekšējās leģitimitātes pakāpe valstī ietekmē ANO miera uzturēšanas misiju iespējas noregulēt konfliktu. Misiju darbība ir iespējama pie šādiem nosacījumiem: 1) ja visi konfliktā iesaistītie aktieri piekrīt miera uzturēšanas misijas izvietošanai valstī un aktīvi palīdz ANO darbiniekiem viņu uzdevumu pildīšanā, tad misijas darbība būs efektīva; 2) ja vardarbība tiek pārtraukta visā konflikta zonā un puses konsekventi ievēro pamiera stāvokli, tad misijas darbība būs efektīva; 3) ja visas konfliktā iesaistītas puses piekrīt sadarboties savā starpā un panāk politisko kompromisu par valsts attīstību ilgtermiņa periodā, tad misijas darbība būs efektīva. The aim of the master thesis is to examine the UN peacekeeping conception after the Cold War and to assess its level of effectiveness comparing the activities of different UN missions. Author tests the following hypothesis: „The internal causes of international conflict affect the effectiveness of the UN peacekeeping mission”.Author argues that there is a direct correlation between the internal structure of conflict and peacekeeping operation activities. The higher the level of horizontal legitimacy, personalization of power and vertical legitimacy in the state, the more opportunities for the UN exist to settle the conflict, namely, to achieve ceasefire and to develop sustainable peace. In general, a successful peacekeeping operation is possible if the following conditions are met: 1) if all belligerents give their consent to launching a peacekeeping mission in their country and actively cooperate with the UN officials, the mission will be effective; 2) if violence is stopped in the whole area of conflict and parties observe ceasefire, the mission will be effective; 3) if all belligerents agree to cooperate and reach consensus on the long-term state development, the mission will be effective. Failure of mission results from inability of actors directly involved in the conflict to reach a comprehensive agreement on the future political, economic, and social development of the state, which frequently poses a direct threat to civilians and peacekeepers generating a spiral of violence and humanitarian crisis. Author recommends that each peacekeeping operation should be designed taking into account the nature of the particular conflict and learning from the UN peacekeeping „best practices”.
