Lēmumu pieņemšanas process Ministru kabinetā – salīdzinošā analīze: Baltijas valstu gadījums

Abstract

Bakalaura darbs „Lēmumu pieņemšanas process Ministru kabinetā – salīdzinošā analīze: Baltijas valstu gadījums” ir zinātnisks pētījums, kas gan teorētiski, gan praktiski aplūko racionālās darbības virzienu formas jeb „streamlining” elementus un to attīstību Baltijas valstu Ministru kabinetos. Rietumu demokrātisko valstu „streamlining” konstrukcijas un vērtības ir tās, kas kalpo par pamatu arī Baltijas valstu Ministru kabinetu lēmumu pieņemšanas sistēmas struktūrai un vēsturiskajai attīstībai. Šīs sistēmas elementu kopuma analīze bakalaura darbā tiek veikta caur Ministru kabineta funkciju - rīcībpolitikas koncepciju izstrādāšanas, realizācijas un saskaņošanas – pētniecības prizmu.

Bakalaura darba teorētiskās daļas zinātniskie vispārinājumi kalpo par pamatu Baltijas valstu Ministru kabineta darbības un institucionālā izkārtojuma normatīvo aktu un informācijas datu analīzei. Baltijas valstu Ministru kabinetu gan institucionālās, gan lēmumu pieņemšanas sistēmas elementu vēsturiskā attīstība ir bijusi līdzīga. Atšķirības visu triju valstu gadījumos rada Ministru kabineta politisko subjektu mijiedarbība nianses un oficiālo un neoficiālo tikšanās reižu formā, proti, cik tā ir atklāta un reglamentēta izpildvaras augstāko institūtu kontekstā.

Bakalaura darba hipotēze - tā kā lēmumu pieņemšanas process Baltijas valstu Ministru kabinetos ir individuāla rakstura, tad koleģiālisma politiskā mijiedarbība tiek reducēta līdz atsevišķu politisko subjektu lielākai ietekmei kopējā procesā – netika pierādīta, jo gan normatīvo aktu, gan empīrisko datu un pētījumu analīze uzrāda to, ka lēmumu pieņemšanas process ir koleģiāla rakstura un Ministru kabineta politiskie subjekti lēmumu pieņemšanas procesā reducē savu atsevišķo darbību un lēmumu raksturu līdz kopīgam Ministru kabineta konsenss stāvoklim. -

The Bachelors work “The Process of Cabinet Decision Making – Case Study: The Baltic States” is a scientific research work on the problems conected with the structurial framework development of the cabinet and the process of cabinet decision making in the Baltic States. The streamlining process is the basic element of the process of cabinet decision making in the Baltic States. There are three main fuctions of cabinet – to draft the law, to implement and to coordinate. The Bachelors work`s analysis is based on the indication of the streamlining elements througt the funcions of the cabinet.

The case of the Baltic States have indicate the correlation between the elements of streamlining and the empirical reaserch work on the interaction of the cabinet`s political subjects. The basic difference of the all three countries is about the official and unofficial cabinet meetings. There were indicated the different institutional framework and the transparency of the cabinet decision making process in the research work. The external and internal factors are the main key sections which are showing the reaction between the process of cabinet decision making.

The Bachelors hypothesis – the process of cabinet decision making is more affected from individual political subject than of the collegial relationship between the subjects – is unproved because the empirical reaserch work show the more elements of the collegial relationship between the political subjects on the process of cabinet decision making. -
