Francijas intereses Eiropas Savienībā: Ž. Širaka un N. Sarkozī ārpolitikas kursu salīdzinājums

Abstract

Maģistra darbs „Francijas intereses Eiropas Savienībā: Ž.Širaka un N.Sarkozī ārpolitikas kursu salīdzinājums” ir pētījums ar mērķi noskaidrot, vai Francijas ārpolitikas kurss attiecībā uz ES ir mainījies pēc N.Sarkozī nonākšanas Valsts prezidenta amatā un kādi ir bijuši noteicošie faktori. Darbā tiek pielietotas ārpolitikas analīzes un konstruktīvisma teorijas, kas skaidro ārpolitikas lēmumu pieņemšanu no indivīda un sabiedrības kopējo normu skatu punkta, kas ir piemērotas šim pētījumam, ņemot vērā Francijas prezidenta noteicošo lomu ārpolitikā. Par galvenajiem analīzes instrumentiem pētījumā tiek izmantotas politiskās nostādnes attiecībā uz ES rīcībspējas palielināšanu, Turcijas pievienošanos ES, kā arī ES-Vidusjūras sadarbības dimensijas attīstīšanu. Analizējot dokumentus, uzrunas, politiskās programmas, viedokļus un paveikto darbu, tiek apstiprināta darbā izvirzītā hipotēze, kas nosaka, ka „kopš N.Sarkozī nākšanas pie varas Francijas ārpolitika attiecībā uz ES ir izmainījusies”, kam pamatā ir bijuši tādi faktori kā atšķirīgās personības, atšķirīgais veselības stāvoklis, absolvētās atšķirīgās izglītības iestādes, iepriekšējā pieredze, atšķirīgās paaudzes, kā arī tādi politiskie faktori, kā partijas atbalsts, popularitāte sabiedrībā, sabiedriskā doma un citi.

Master thesis „Interests of France in the European Union: Comparison of J.Chirac’s and N.Sarkozy’s Foreign Policy” is research with the aim to clarify if the course of French foreign policy towards the EU has changed after Mr. N.Sarkozy has became a State President and what are the principal factors. In research the theories of Foreign Policy Analysis and Constructivism are used, which explains the foreign policy decision making, taking account perceptions and norms of individuals and society in general, what is appropriate for this research because of the principal role of the president in the foreign policy decision making. As the main tools for the analysis the political approaches of the increasing of the EU legal capacity, Turkey’s accession in the EU and the development of EU-Mediterranean cooperation are used. Analysing documents, speeches, political programs, views and work done, the hypothesis, which states that „since N.Sarkozy’s comming to the power, the foreign policy of France towards the EU has changed”, has been approved. As the determinant factors of that are different personalities, diverse state of health, different educational institutions graduated, former experience, diverse generations of the two leaders as well as such political factors like support of the party, popularity in the society, public opinion and the others.
