Nodarbinātības problēmas pirmspensijas vecuma iedzīvotājiem Latvijā

Abstract

Gan Latvijā, gan Eiropas Savienībā ir novērojama iedzīvotāju novecošanās, kā rezultātā valdība ir spiesta celt pensionēšanās vecumu. Tomēr jau tagad sabiedrībā ir aktuāla tāda pro-blēma kā bezdarbs tieši pirmspensijas vecuma iedzīvotāju grupā. Tādēļ ir būtiski pirms pensionēšanās vecuma celšanas izvērtēt nodarbinātības problēmas pirmspensijas vecuma grupā un meklēt tām risinājumus. Darba mērķis ir veikt analīzi par pirmspensijas vecuma iedzīvotāju nodarbinātības problēmām Latvijā un sniegt priekšlikumus to risinājumam. Lai sasniegtu darba mērķi darbs ir sadalīts trīs nodaļās. Pirmajā nodaļā ir sniegts teorētisks pārskats par darba tirgus, tā dalībniekiem, bezdarbu un tā veidiem, kā arī apskatītas vairākas nodarbinātības klasiskās teorijas. Otrā nodaļa detalizēti analizētas pirmspensijas vecuma iedzīvotāju nodarbinātas problēmas, īpaši pievēršoties izglītības un prasmju analīzei, veselības problēmām un motivācijai meklēt darbu. Trešajā nodaļā ir apkopoti Eiropas Savienības izstrādātie pirmspensijas un vispārējās nodarbinātības stratēģiskie mērķi, to izpildes rezultāti un Latvijas politikas virzieni attiecībā uz nākotnē nospraustajiem mērķiem. Pamatojoties uz darbā veikto analīzi un izdarītajiem secinājumiem, tiek sniegti vairāki priekšlikumi. Lai veicinātu pirmspensijas vecuma iedzīvotājus iesaistīties darba tirgū, valstij būtu jāvelta īpaša uzmanība piedāvāto kvalifikācijas kursu izvērtējumam, pensionēšanas vecuma samazināšanai veselības problēmu dēļ, darba stundu samazināšanai pirmspensijas vecuma iedzīvotājiem, lielāku finanšu līdzekļu atvēlēšanai subsidētajām darbavietām, izvērtēt projekta „Darba praktizēšana ar stipendijām pašvaldībās” atdevi atbilstoši valsts ilgtermiņa nospraustajiem nodarbinātības mērķiem, kā arī būtu jāveicina lielāka informācijas aprite starp valsts institūcijām un sabiedrību par pirmspensijas vecuma iedzīvotāju nodarbinātības pro-blēmām un pieejamajiem risinājumiem.

Aging of the population can be seen in both in Latvia and the European Union; and it forces the government to raise the standard retirement age. But even now the society is facing the problem of unemployment in the preretirement age group. Therefore, it is important to evaluate the employment problems in the preretirement age group and try to solve them before raising the standard retirement age. The aim of this research is to analyse the problems of the citizens of the preretirement age in Latvia and provide possible solutions. In order to achieve this aim, the paper is divided into three chapters. The first chapter contains a theoretical summary on labour market and its participants, unemployment and its classification, as well as several classical theories on employment. In the second chapter the problems of the citizens of the preretirement age are minutely analysed, putting emphasis on the analysis of education and skills, health problems and the motivation to look for work. Several solutions are provided on the basis of the analysis and the conclusions. In order to encourage the citizens of the preretirement age to partake in the labour market, the country should pay special attention to the evaluation of the offered qualification courses, the lowering of the retirement age due to health conditions, the reduction of work hours for the preretirement age group, the reservation of more sufficient financial means for the subsidized workplaces, the conformity of the project “Practising work in the municipality with a grant” with the long-term aims of employment set by the government, as well as the encouragement of the circulation of information about the preretirement age group problems and the possible solu-tions between the state institutions and the society.
