Starptautisko kravas autopārvadājumu tirgus risinājumi

Abstract

Kravas autopārvadājumi ir, viens no svarīgākajiem kravas pārvadāšanas veidiem. Nozīmīgs faktors attīstības perspektīvām ir izdevīgais Ģeogrāfiskas Latvijas novietojums, ar neaizsalstošajām ostām un lielajiem dzelzceļa mezgliem, un kravas autopārvadājumi savas elastības dēļ ir saistīti ar visiem šiem faktoriem. Tādas nozares kā ražošana, lauksaimniecība un enerģētika ir cieši saistītas un lielā mērā atkarīgas no starptautisko kravas autopārvadājumu nozares darbības. Maģistra darba mērķis bija novērot un aprakstīt situāciju starptautisko kravas pārvadājumu nozarē, lai atrastu piemērotus risinājumus nozares problēmām. Pētījuma daļā autors izmanto aptaujas metodi, lai uzzinātu Latvijas starptautisko kravas autopārvadājumu uzņēmumu viedokli par nozares problēmām. Vadoties pēc aptaujas rezultātiem, Autors izstrādāja risinājumu – ideju par Latvijas kravas autopārvadātāju deleģēto pārstāvi, kurs vadītu trīsstūra veida attiecības starp autopārvadātājiem, izejvielu un apkopes nodrošinātājiem, kā arī vietējā un globālā mēroga likumiskajām institūcijām, lai tādējādi palielinātu nozares panākumus un veiktspēju. Maģistra darbs ir sadalīts trijās daļās. Pirmajā daļa tiek aprakstīta pārvadājumu pamatideja, tā dod ieskatu Latvijā pārstāvētajās starptautisko kravas pārvadājumu nozarēs, kā arī ir sniegts apraksts par to, kā visas šīs nozares ietekmē, saskaras vai konkurē ar autopārvadājumu nozari. Otrā daļa sniedz ieskata vietējā un globālā mēroga likumdošanā un to pārstāvošajās asociācijās, kuras ierobežo un nosaka darbības nozarē. Trešajā daļā autors, izmantojot aptaujas metodi, veic pētījumu, lai noteiktu nozares problēmu aktualitāti un meklētu iespējamos risinājumus.

Cargo road haulage is the one of the most important type of cargo transportation. An important indicator of the development prospective of the field is that Latvia has a very favourable geographical location, with its’ ice-free ports and major railroad junction, and due to the fact, that road haulage is flexible; it is associated with each of these indicators. A list of other fields such as manufacturing, farming, energy and others are closely related and highly dependent on the performance of the international cargo road haulage. The goal of this master thesis is to observe and describe the current situation in the area of international cargo road haulage, as well as to observe and describe the situation in areas that interact with it, in order to find the most efficient solutions for the problems that have emerged within the area. For this cause, the Author examined a significant amount of specific literature, internet sources and other sources of transportation. As for the research part, the Author used survey method in order to define the actual opinion of the Latvian companies, who perform international cargo road haulages, about the importance of the problems and possible solutions for the field. According to the survey results, the author has developed a solution – an idea of Latvian road haulers’ deputy, who would manage triangular relations between the road haulers, supply and maintenance providers, and local as well as global legal authorities, in order to increase the output and the success of the field. This thesis is to be used as recommendation and a help, when performing examination with in the field of international road haulage market, in order to establish a successful enterprise within the mentioned field. The master thesis is divided in three parts. The first part describes the general idea of transportation, gives an insight in the types of international cargo transportation in Latvia, describes the way how the types of transportation affect, interact and compete with the field of international cargo road haulage. The second part gives an insight in the local and global legal framework that limits and defines the actions within the field. In the third part, the Author has carried out a research by using a survey method in order to determine the actual importance of the problems and find the possible solutions for them.
