ES un Baltkrievijas Republikas attiecības kā ekonomikas virzītājspēks Austrumu partnerības līguma ietvaros.

Abstract

Pētījums koncentrējas uz attiecībām starp Baltkrievijas Republiku un ES. Darba hipotēze ir, ka ES varētu izmantot tās esošās programmas Austrumu partnerības ietvaros, lai uzlabotu tās ekonomiskās attiecības ar Baltkrieviju. Galvenie apskatāmie aspekti ir pašreizējā politiskā un ekonomiskā situācija Baltkrievijas Republikā, savstarpējās attiecības trīsstūrī Baltkrievija – ES – Krievija un iespējas, kuras Austrumu partnerība sniedz komerciālo saišu stiprināšanai starp ES un Baltkrieviju. Divas ES amatpersonas tika intervētas, lai bagātinātu literatūras un dokumentu apskates rezultātus ar viņu viedokļiem. Pētījuma secinājumi liecina par to, ka progress politiskā līmenī ir praktiski neiespējams, taču ir iespējams uzlabot ekonomiskās saites, izmantojot esošos “kanālus”, kurus sniedz Austrumu partnerība.

This study is focused on the relation between the Republic of Belarus and the EU. The working hypothesis is that the EU could use the existing programmes under the Eastern Partnership to improve its economic relations with Belarus. The main points of attention are the current political and economic situation in the Republic of Belarus; the interrelations of the triangle Belarus – the EU – Russia and the opportunities that the Eastern Partnership presents for enhance the commercial ties between the EU and Belarus. Two EU officials were interviewed in order to enrich with their opinions the results of the literature and document review. The conclusions of the study show that progresses at political level are practically impossible but there is room for improvement in the economic links using the existing channels that the Eastern Partnership programme provides.
