Finanšu ministrijas darbības analīze

Abstract

Bakalaura darbs par tēmu „Finanšu ministrijas darbības analīze” ir izstrādāts ar mērķi izpētīt Finanšu ministrijas funkcijas, to sasniegšanai izvirzītos uzdevumus, un lomu šā brīža Latvijas finanšu sistēmā, jo Finanšu ministrijas galvenais mērķis ir nodrošināt Latvijas tautsaimniecības ilgtspējīgu attīstību veicinošas finanšu un fiskālās politikas izstrādi un efektīvu ieviešanu. Darba aktualitāti pamato tas, ka Latvijā šobrīd ir zemi tautsaimniecības rādītāji, bet vienīgie instrumenti valdības rokās, ar ko tā var ietekmēt Latvijas tautsaimniecību, ir nodokļu politika un valsts budžets, kas vienlaicīgi ir arī svarīgākie Finanšu ministrijas darbības virzieni. Darba beigās tiek izstrādāti secinājumi un priekšlikumi. Darba autors secināja, ka galvenie inflācijas apkarošanas pasākumi ir Finanšu ministrijas kompetencē, līdz ar to var secināt, ka Finanšu ministrijas funkcijas un loma Latvijas finanšu sistēmā ir nozīmīga. Tika secināts arī, ka galvenie grozījumi normatīvajos aktos ir izdarīti ar mērķi ierobežot nekustamā īpašuma tirgu, nosakot, ka no nekustamā īpašuma pārdošanas fiziskajai personai būs jāmaksā ienākuma nodoklis, paaugstināta valsts nodeva par nekustamā īpašuma un hipotēkas reģistrēšanu zemesgrāmatā un veicot attiecīgus pasākumus, lai ierobežotu kreditēšanu. Kā galvenie priekšlikumi tiek minēti nepieciešamība papildināt un uzlabot veiktos grozījumus likumos, lai izvairītos no nepilnībām un ierobežot arī juridiskās personas. Darba apjoms ir 85 lappuses. Bachelor`s Thesis on „Operation analysis in Ministry of Finance” has been worked out with the purpose of exploring the functions of the Ministry of Finance, its main tasks to achieve these goals, and its role in the financial system of Latvia at the present moment, becouse the main purpose of the Ministry of Finance is to provide the Latvian national economy promoting sustainable development by working out and establishing effective financial and fisical policy. The urgency of Bachelor`s Thesis could be proved by low Latvian national economy indices, but the only activities which could be done by the government to influence national economy are the state budget and taxation policy. These are the most important functions of the Ministry of Finance at the same time. At the end of the work conclusions and suggestions have been worked out. The author draws the conclusion. That the main inflation restriction activities lie on the part of responsibility of the Ministry of Finance, therefore the functions and the role of the Ministry of Finance in the Financial System of Latvia are Quite important. It is concluded, that the main changes in the normative acts are done with the purpose to restrict the real iestate market, determining, that frome the sale of the real iestate every physical person will have to pay income tax, higher fee for registration of the real iestate in the Land Register and also to restrict crediting by special conditions. As the main suggestions the author mentions necessity to supplement and to improve the performed changes in legislation, to deviate from imperfections and to limit the legal persons. The volume of Bachelor’s Thesis is 85 pages. 5 tables and 14 drawings are included in the Thesis.
