Latvijas valsts budžeta izdevumu analīze

Abstract

Pēdējā laikā tiek aizvien vairāk runāts par budžeta izdevumu samazināšanas nepieciešamību, bet rodas jautājums par to kādu iemeslu dēļ tie palielinājās. Un tāpēc bakalaura darba „Latvijas valsts budžeta izdevumu analīze” mērķis ir uz Latvijas valsts pamatbudžeta izdevumu analīzes pamata izdarīt secinājumus par valsts pamatbudžeta izdevumu pārdali un pieauguma iemesliem , kā arī izstrādāt priekšlikumus valsts izdevumu politikas pilnveidošanai un produktīvākai izdevumu pārdalei, kas nodrošinātu efektīvu valsts pamatbudžeta līdzekļu izlietojumu. Darbā tika apskatīts budžeta izdevumu pieaugums, gan pa ministrijām, gan pa funkcijām, gan pa ekonomisko sadalījumu. Izskatot izdevumus no trīs skata punktiem var secināt, ka budžeta izdevumu palielinājumu 2003.-2008. gadā galvenokārt ietekmēja algu palielinājums pedagogiem, medicīnas darbiniekiem, militārām personām u.c., kā arī izdevumu pieaugumu lielā mērā ietekmē dažādu Eiropas Savienības projektu īstenošana. Par neproduktīviem izdevumiem var uzskatīt izdevumus komandējumiem, īrei un nomai, kā arī prēmiju un piemaksu izmaksu apskatītajā laika periodā. Lai novērstu neproduktīvus izdevumus ir stingrāk jāuzrauga komandējumos sūtamo personu skaitu un komandējuma mērķus, jāpārvērtē telpu un ēku izvietojumu un platības izmēru, kā arī ir jāsamazina nomāto transportlīdzekļu skaitu un maksu. Izstrādājot darbu radās šaubas par izdevumu izlietojuma caurspīdīgumu, jo dažreiz nepietika informācijas par pieauguma iemesliem un tāpēc vajadzētu pilnveidot atskaitīšanas sistēmu un rakstīt budžeta izpildes paskaidrojumus pēc vienāda principa. Bakalaura darba apjoms ir 84 lappuses. Tas sastāv no 4 nodaļām. Darbā ievietotas 6 tabulas un 23 attēli.
