Eiropas Savienības struktūrfondu iespējas inovāciju īstenošanai Latvijas ekonomikā

Abstract

Eiropas struktūrfondi ir liela iespēja Latvijas ekonomikas attīstībai, un tie ir jāizmanto maksimāli efektīvi. Galvenā problēma Latvijā ir inovācijas sistēmas trūkums un tās koordinācija. Darba mērķis ir, izanalizējot ES fondu nozīmi un ieguvumus inovācijām Latvijā, izveidot secinājumus un izstrādāt priekšlikumus ES fondu sekmīgākai apgūšanai nākotnē inovāciju aspektā. Pētījuma uzdevumi: •izvērtēt Eiropas Savienības struktūrfondu iespējas inovāciju īstenošanai Latvijas ekonomikā, kā arī „Innovation Union” un „Eiropa 2020” stratēģiju •izpētīt LIAA, LGA, LTC, Ekonomikas ministrijas un komercbanku atbalsta instrumentus inovācijas veicināšanai •uz analīzes pamata izstrādāt priekšlikumus Eiropas Savienības struktūrfondu sekmīgai apgūšanai Latvijas ekonomikas attīstībai Uzdevumu sasniegšanai, pētījumā tiek izmantotas sekojošas pētīšanas metodes: datu statistiskā analīze (salīdzināšana un dinamika), speciālās ekonomiskās literatūras analīze, kā arī intervijas. Izejot no pētījuma rezultātiem, autors secina, ka Eiropas Savienības struktūrfondu izmantošanas efektivitāte ir atkarīga no inovācijas sistēmas kopumā, kuru būtiski ietekmē valdība. Valsts līdzfinansējuma trūkums, tehnoloģisko parku u.c. līdzīgu objektu decentralizēta darbība, kā arī nodokļu politika būtiski ietekmē inovatīvo uzņēmējdarbību. Pēc Pro Inno Europe datiem, Latvija ir novērtēta kā – „pieticīgi novatori”, ierindojoties pēdējā vietā no 27 ES dalībvalstīm 2011. gadā. Situāciju var uzlabot, palielinot izdevumus pētniecībai un attīstībai, uzlabojot infrastruktūru, kā arī izmantojot citus instrumentus, piemēram, nodokļu politiku. Valstij ir jāsasniedz Eiropas Komisijas mērķi „Innovation Union” iniciatīvā. European structural funds are a great opportunity for the development of the Latvian economy, and they should be used more effectively. The main problem in Latvia exists in the innovation system, and the lack of being able to coordinate it. Aim of this work was to analyze the role of the EU funds and the benefits of innovation in Latvia, finding the establishment of conclusions and elaborate proposals how to better absorb the EU funds in the future of innovation perspective. Research objectives are: •to evaluate the role of the European Union structural funds for the implementation of the Latvian economy and the "Innovation Union," and "Europe 2020" strategy •to explore the Latvian investment and development agency, the Latvian guarantee agency, the Latvian technological center, the Ministry of Economy and commercial bank support tools in order to encourage innovation •based on the gathered analysis to elaborate the proposals for a successful use of EU funds in order to enhance Latvian economy. The following research methods are used: analysis of the data (comparing and dynamics) and special economic literature, as well as interviews. As for the results - , the author has concluded that the European Union's structural efficiency in Latvia was dependent on the innovation system as a whole, which was most affected by the government. The lack of the national co-financing, of the technology parks, et cetera. The object decentralized operation, as well as tax policy could have some significant impact on the innovative entrepreneurship. From the Pro Inno Europe data, Latvia was estimated to be – among the modest innovators, ranking last among the 27 EU member states in the 2011th year. The situation could be improved by increasing the spending on the research and the development, as well as using other tools. The country must be positioned to achieve the objectives for the "Innovation Union" initiative.
