Eiropas Savienības un Ukrainas attiecības Austrumu partnerības ietvaros

Abstract

Šis pētījums ir veltīts Austrumu partnerības ES politikas instrumenta izpētei. Austrumu partnerība tiek skatīta kā Eiropas Kaimiņattiecību politika (EKP) sastāvdaļa. Caur savstarpēju ekonomisku un politisku attiecību dibināšanu ar savam kaimiņvalstīm, ES vēlās nodrošināt ekonomisku, politisku un miera stabilitāti savās kaimiņvalstīs kā arī nodibināt veselīgu vidi apkārt savam robežām. Šajā darbā Austrumu partnerības instruments tiek skatīts caur starptautisko attiecību teorijas prizmu, piemērojot maigas un stingras varas jēdzienus un reģionalistikas pieeju starptautiskajās attiecībās, kuri tiek izmantoti analīzes veikšanā. Pētījuma ietvaros arī tiek analizēti Austrumu partnerības sešu dalībvalstu ekonomiskas attīstības, tirdzniecības un sadarbības ar ES statistiskie radītāji lai noteiktu ES un šo valstu sadarbības līmeni. Beigās īpaša uzmanība tiek pievērsta Ukrainas un ES attiecībām, kā arī Austrumu partnerības instrumenta novērtējumam.

The study is devoted to the Eastern Partnership (EaP) as the EU policy instrument. The EaP is viewed as a component of the European Neighbourhood Policy (ENP). Through the establishment mutual economic and political relations with its neighbours, the EU wishes to achieve economic, political stability and peace in its neighbourhood and establish a healthy environment around its borders. This study views Eastern Partnership through the prism of international relations theory and the concepts of “hard” and “soft” power as well as regionalism approach in international relations, which are used for the purpose of analysis. This study focuses on the analysis of statistical indicators of the level of economic development, trade and co-operation with the EU of the six Eastern Partnership countries’ in order to determine the extent of their cooperation with the EU. Finally, the present research pays particular attention to the Ukraine-EU relations, as well as the EaP instrument's assessment.
