Urbāno teritoriju kvalitātes novērtēšanas pieeja: „Āgenskalna priedes” piemērs Rīgā

Abstract

Maģistra darbs ”Urbāno teritoriju kvalitātes novērtēšanas pieeja: ”Āgenskalna priedes” piemērs Rīgā” izstrādāts, lai aktualizētu urbāno teritoriju ilgtspējas novērtēšanas procesa teorētiskos aspektus un praksi. Pētījumā tiek izvērtēti teorētiskie avoti, apkopota līdzšinējā pieredze urbāno teritoriju novērtēšanā un padziļināti aplūkotas trīs novērtēšanas sistēmas - Anglijas (BREEAM-C), ASV (LEED-ND) un Vācijas (DGNB-UD). Balstoties uz teorētisko avotu analīzi, tika izstrādāts ietvara priekšlikums urbāno teritoriju ilgtspējas kvalitāšu novērtēšanai, kas ir pielietojams esošu urbāno teritoriju izvērtēšanā, kā arī reģenerācijas un jaunu teritoriju plānošanā. Sākotnējā izvērtēšana, par pamatu ņemot izstrādāto ietvaru, tika veikta Rīgas pilsētas teritorijā “Āgenskalna priedes”. Teorētisko un praktisko pētījumu pieredzes apkopojums, ekspertu viedokļu analīze un izvērtēšana ļāva izdarīt secinājumus par izstrādātā ietvara perspektīvās piemērošanas potenciālu Latvijā. Master thesis “ Urban quality assessment methodology, ”Āgenskalna priedes” neighborhood in Riga example” is designed to update theoretical aspects and practices of sustainable assessment process of the urban territories. In the study theoretical sources are examined, up to date experience in urban territory assessment gathered and three assessment systems, British (BREEAM-C), American (LEED-ND) and German (DGNB-UD) are deeper analysed. Based on the analysis of the theoretical sources, proposal for the framework for evaluation of urban territory sustainability indicators is drawn up. It can be applied to evaluate existing urban territories as well as for regeneration and new territory planning. Based on the developed framework, initial evaluation was carried out in “Āgenskalna priedes” district in Riga, Latvia. Summarization of theoretical and practical research and analysis of the expert outlook allows to draw the conclusions about application potential of the developed framework in Latvia.
