Publiskai ārtelpai ir ārkārtīgi liela nozīme pilsētā, un dzīvīga, priekpilna publiskā ārtelpa ir izcilas pilsētplānošanas atslēga. Lielākā daļa Rīgas pilsētas publisko ārtelpu atrodas uz privātām zemēm, un to attīstība notiek pakārtoti attīstītāja primārai interesei - apbūves iecerei, bez likumiski noteiktas un strukturēti plānotas kvalitatīvas attīstības. Lai īstenotu kvalitatīvu attīstību, jādefinē, kas vispār ir kvalitātes rādītāji publiskām ārtelpām, tāpēc šī darba ietvaros tiek izstrādāti un praksē aprobēti publiskās ārtelpas kvalitātes kritēriji, kuru izmantošana paredzēta pilsētas līmeņa plānošanas procesā jaunu ārtelpu izveidei. Šajā darbā kritēriji kalpojuši kā jau esošu, pēdējā dekādē realizētu sabiedrisko Rīgas objektu publiskās ārtelpas kvalitātes vērtēšanas indikatori, norādot uz aktuālām Rīgas publiskās ārtelpas problēmām. Kritēriju aprobācija pierādījusi, ka daudzu kritēriju vērtēšana piemērota dažādu mērogu pilsētu veidojošu struktūru kontekstā, ne tikai viena konkrēta objekta vērtēšanai, tāpēc iekļaujama arī pilsētplānošanas procesā. There is a remarkable meaning for public open space in the context of whole city, and the lively, joyful public open spaces is the key for successful city planning. The most of the public open space in Riga belongs to private owners, where their priority is building the project without the structured and legally based quality criteria for the public open space. To implement the qualitative development system, there is the need to define those criteria that determines quality for public open space. Therefore, within the framework of this Masters thesis, development of quality criteria are made and approved within the on-site testing. The use of criteria is intended for city-scale public open space planning process.
In this Masters research newly developed criteria was used as an indicators for those already existing projects in Riga that has been built during the last decade. It marked out several existing problems and tendencies related with public open space.
Approbation of quality criteria has approved that the framework of criteria system can be used for city-scale public open space and its network planning as well as for small-scale private projects.
