Teritoriju sociālais potenciāls: novērtēšanas iespējas un nozīme attīstības plānošanā

Abstract

Promocijas darbā “Teritoriju sociālais potenciāls: novērtēšanas iespējas un nozīme attīstības plānošanā” analizēti teritoriju attīstības potenciāla sociālie, ekonomiskie un telpiskie aspekti. Aplūkotas Latvijas un pasaules praksē izmantotās pieejas attīstības plānošanā, uzraudzībā un novērtēšanā, tajā skaitā teritoriju attīstības potenciāla novērtēšanai izmantotie kvalitātes rādītāji un indikatori pazīmju raksturošanai. Kā viens no svarīgākajiem attīstības nosacījumiem tiek analizēts sociālais aspekts, kas mūsdienās ir kļuvis par aktuālu jautājumu teritoriju attīstības plānošanā. Pētījuma mērķis ir novērtēt sabiedrības jeb sociālā potenciāla nozīmi teritoriju attīstībā, kā arī noteikt tā novērtēšanas iespējas, adaptējot to dažādu Latvijas teritoriju gadījumos. Darbs strukturāli ietver ievadu, sabiedrības rīcībspējas un teritoriju sociālā potenciāla sapratnes skaidrojumu, izmantoto metožu un izpētes teritoriju aprakstu, teorētiskās nostādnes jeb galvenos izpētes objektus, pieeju teritoriju sociālā potenciāla novērtēšanai, pētījuma rezultātus, diskusijas sadaļu, secinājumus, izmantoto literatūras avotu sarakstu un pielikumus. The study “Social Potential of Territories: Evaluation Options and Role in Development Planning” analyses development potentials of territories from the social, economic and spatial point of view. Latvian and global practices of different approaches to development planning, monitoring and evaluation, including the qualitative and quantitative indicators of the territorial development potential are examined. The social dimension is analysed as one of the most important prerequisites for development, which today has become a topical issue in the territory development planning. The aim of the study is to evaluate the importance of public or social potential in the development of territories and to determine options for the evaluation of social potential adapted to various cases of territories in Latvia. The structure of the paper consists of an introduction, the outline of various perceptions of capability of society and social potential, the description of methods and research territories, theoretical approaches and the main research objects, approach for the evaluation of social potential, results of the study, a discussion, conclusions, a bibliography and appendixes.
