Sabiedrības uzticība policijai Latvijā

Abstract

Sabiedrības uzticēšanās policijai ir jābūt vienam no galvenajiem kritērijiem, vērtējot policijas darba kvalitāti. Mūsdienās demokrātisko valstu sabiedrību vairs neapmierina policijas darba stils, kas saistīts ar represijām, un arī pati policija arvien biežāk nonāk pie secinājuma, ka tai izvirzītos uzdevumus nav iespējams sekmīgi izpildīt bez visas sabiedrības atbalsta. Savukārt, lai panāktu atbalstu un līdzdarbību noziegumu atklāšanā, ir svarīga sabiedrības uzticība un ticība policijai. Maģistra darba mērķis ir izpētīt sabiedrības uzticību policijai Latvijā un tās ietekmi uz tiesisko drošību un kārtību. Darba gaitā autore izstrādāja pārskatu par valsts pienākumu sociālās stabilitātes, drošības un miera garantēšanai, policijas darba struktūru, policijas darbinieku pienākumiem un slodzi, policijas darbinieku disciplinārās prakses pārskatu, sabiedrības attieksmi un uzticību Valsts policijai. Pēc autores domām, Latvijā nav iespējams realizēt Čehijas vai Anglijas uz sabiedrību vērsto policijas modeli: tam nav gatavi paši policijas darbinieki – policijas inspektori ir pārāk noslogoti un nevar atļauties veltīt 50% laika saskarsmei ar iedzīvotājiem (pēc Čehijas piemēra); vērtējot valstī esošu situāciju, nebūtu iespējams izveidot atsevišķu nodaļu, kur darbinieki nodarbotos tikai ar sabiedrības problēmām, to neļauj valsts ekonomiskā situācija un darbinieku trūkums; pati sabiedrība vēl nav gatava sadarboties ar policijas darbiniekiem, jo tā ļaunprātīgi izmanto savu stāvokli vai citu iemeslu dēļ ( 47% Latvijas iedzīvotāju pēc statistikas datiem nav gatavi līdzdarboties sabiedriskās kārtības nodrošināšanā). The trust of society should be one of the main criteria when estimating quality of work of police. Presently, society of the democratic state doesn't suit style of work of police officers any more, that is connected with repressions, moreover, police itself more often comes to a conclusion, that it's impossible to make all the tasks without societies support succesfully. In turn, to get support and partnership in disclosure of crime it is important to have trust of society and faith in police. The purpose of master's thesis was to investigate about trust of society to police and influence of it on legal safety and order. In a work progress, the author developed the overview of obligations of the state to maintain social stability, to guarantee safety and peace, described structure of work of police, an obligation of police officers, developed the overview of disciplinary practice of police officers, the relation and trust of society to police. According to the author, in Latvia it is impossible to realize the model of police directed on society as in the Czech Republic and England: police officers aren't ready fot it – inspectors are too loaded and aren't able to afford to devote 50% of the time for meetings with society (by an example of the Czech Republic); assessing a country situation, it is impossible to create separate department in which workers would deal only with problems of the public, the economic situation of country and a shortcoming of workers won't allow it; society isn't ready to cooperate with police because of many reasons (47% of residents of Latvia on statistical data aren't ready to cooperate with police for providing a public order).
