Eiropas Savienības struktūrfondu izvērtējums uzņēmējdarbības veicināšanai: Ikšķiles novada gadījums

Abstract

Bakalaura darba „Eiropas Savienības struktūrfondu izvērtējums uzņēmējdarbības veicināšanai: Ikšķiles novada gadījums” mērķis ir izvērtēt ES struktūrfondus un KF, kā to īstenošana atsaucas pamatojoties uz Gana „perfektas īstenošanas” teorētisko kritēriju, novērtēt, kā darbojas lejupvērstais un augšupvērstais politikas īstenošanas modelis, kā arī, veikt novērtējumu, kā tas atsaucas attiecībā uz uzņēmējdarbības veicināšanu Ikšķiles novadā. Darba teorētiskajā daļā tiek sniegts ieskats kohēzijas politikā, īstenošanas teorijā, lejupvērstajā un augšupvērstajā politikas īstenošanas modelī, kā arī tiek apskatīti „perfektas īstenošanas” teorētiskie kritēriji. Darba pētnieciskajā daļa tiek analizēti „perfektās īstenošanas” teorētiskie kritēriji no Latvijas un Ikšķiles novada perspektīvas, Latvijā darbojošie politikas īstenošanas modeļi, kā arī veikta Ikšķiles novada ES struktūrfondu fondu un KF finansējuma uzņēmējdarbības veicināšanai analīze un ietekmes novērtējums. Darba pētījuma daļā ir izmantotas kvalitatīvās un kvantitatīvās metodes. Darbā veikta datu un informācijas apguve, apstrāde un analīze, kā arī sekundāro datu analīze un intervija. Nobeigumā tika apkopoti secinājumi un doti priekšlikumi Ikšķiles novada uzņēmējdarbības veicināšanai.

The theme of this Bachelor paper is “Assessment of the European Union structural funds for fostering entrepreneurship: Case of district Ikšķile”. The objective is to evaluate European Union (EU) structural funds and cohesion fund: how they refers to Gunn`s „perfect implementation” theory, how the top-down and bottom-up policy implementation tools are working in Latvia, and as well to make assessment, how it all refers to fostering entrepreneurship in district Ikšķile. Theoretical part of Bachelor paper provides insight into cohesion policy, implementation theory and what is top-down and bottom-up approach to the implementation of the policy, as well as theoretical criteria by Gunn has been highlighted. In the empirical part of Bachelor paper are analyzed theoretical criteria by „perfect implementation” from district Ikšķile and Latvia perspective. As well, are analyized which policy implementation approach are working in Latvia. In the end of empirical part are assessment of district Ikšķile – how EU funding are fostering entrepreneurship. The qualitative and quantitative methods have been used in the research part of the Paper. The data have been gathered, processed and analysed within the Paper. As well, in the research part are used secondary data analysis and interview. In the end of the Paper conclusions, recommendations have been made for fostering entrepreneurship in district Ikšķile.
