Bankas līdz pat šim brīdim ir bijušas lielākā privātā sektora pārstāves, kas ir veicinājušas naudas atmazgāšanas un terorisma finansēšanas atklāšanu, tādēļ autors ar šī darba palīdzību vēlas norādīt tieši uz banku nozīmīgo lomu noziedzīgi iegūtu līdzekļu legalizācijas un terorisma finansēšanas novēršanā. Valsts institūcijas nevar bez finanšu iestāžu starpniecības šādus nelikumīgus darījumus izsekot, un saukt pie kriminālās atbildības vainīgās personas. Darbā ir analizēts noziedzīgi iegūtu līdzekļu un terorisma finansēšanas jēdziens, Latvijā esošais regulējums, tā nepilnības, kā arī ar plānotie grozījumi un OECD izteiktās rekomendācijas noziedzīgi iegūtu līdzekļu legalizācijas un terorisma finansēšanas novēršanā. Pētījuma galvenie ierosinājumi ir saistīti ar normatīvo aktu regulējumu, kas, pēc autora domām, varētu uzlabot mehānismu, pēc kura par neparastiem darījumiem tiek ziņots Kontroles dienestam, šādā veidā gan ieviešot AML IV direktīvas prasības, gan arī atvieglojot finanšu sektora darbu. Up until now, banks have been the largest representatives of the private sector that have contributed to discovering of money laundering and terrorism financing, therefore the author, with the help of this paper, wants to emphasize the significant role of banks in prevention of money laundering and terrorism financing. State authorities cannot trace these illegal transactions and hold the guilty persons criminally responsible without the assistance of financial institutions. The term of money laundering and terrorism financing, laws and regulations effective in Latvia, as well as the planned amendments and recommendations of OECD for prevention of money laundering and terrorism financing have been analysed in the paper. The main proposals of the survey are connected with the framework of the regulatory enactments that, according to the author, could improve the mechanism pursuant to which the Control Service is being informed about irregular transactions, thus introducing the requirements of the AML IV Directive and facilitating the work in financial sector.
