Abstract

Diplomdarba temats: Pašvaldības sociālās aprūpes iestāžu pārveidošanas par pašvaldību kapitālsabiedrību ekonomiskais pamatojums.Pašvaldību iespējas ir ierobežotas ar budžeta līdzekļiem. Sociālā joma ir pašvaldību „rūpals”, kas ir noteikti jānodrošina, bet jautājums ir par šī nodrošinājuma segumu, efektivitāti. Pētījuma mērķis: izstrādāt teorijā un empīriskā pētījumā pamatotu pašvaldības sociālās aprūpes iestāžu pārveidošanas par pašvaldību kapitālsabiedrību pamatojumu, raksturot iestāžu tālākās darbības iespējamos scenārijus. Pētījuma uzdevumi: Raksturot pašvaldības funkcijas, analizēt Limbažu novada pašvaldības un sociālo iestāžu darbību, veikt pētījumu un un izstrādāt priekšlikumus. Pētījuma metodes: literatūras, dokumentu analīze, ekspertintervijas, datu apstrāde, aprēķini. Iegūtie rezultāti liecina, ka sociālās aprūpes pakalpojumu realizācija uz kapitālsabiedrības platformas ir laba nākotnes alternatīva pašvaldību sociālās aizsardzības nodrošināšanas nastas mazināšanai.

Theme of diploma paper: The economic justification of the transformation of local government social care institutions into municipality corporations. The possibilities of municipalities are limited by budget resources. The social field is the “care” of local governments, which must surely be ensured, but the question is about the effectiveness of this cover. Aim of the research: to develop the justification of the transformation of local government social care institutions into municipality corporations based on the theory and empirical research, to describe the possible scenarios of institution's further activities. Research tasks: To describe the functions of the municipality, to analyze the activities of the Limbaži municipality and social institutions, to conduct research and to elaborate proposals. Research methods: literature, document analysis, expert studies, data processing, calculations. The obtained results show that the realization of social care services on the platform of a corporation is a good alternative for the reduction of the burden of municipal social protection provision.
