Valsts pārvaldes reformu plāns 2020 - ieviešanas prognoze

Abstract

Šajā bakalaura darbā tiek pētīts Valsts pārvaldes reformu plāns 2020 un veikt tā ieviešanas prognoze. Darba teorētisko pamatu veido pārmaiņu teorijas un rīcībpolitikas ieviešanas teorijas. Darba mērķis ir identificēt faktorus, kas var veicināt vai kavēt Valsts pārvaldes reformu plāna 2020 ieviešanu, veicot šīs rīcībpolitikas ieviešanas prognozi. Lai to veiktu, tiks izmantoti 15 stimulējoši pārmaiņu teoriju un rīcībpolitikas ieviešanas teoriju faktori, kuru klātesamības gadījumā var tikt prognozēta veiksmīga rīcībpolitikas ieviešana. Autors secina, ka rīcībpolitikas ieviešana tās pašreizējā redakcijā nav iespējama sakarā ar vairāku stimulējošu faktoru klāt neesamību.

This bachelor’s thesis analysis Public Administration Reform Plan 2020, forecasting its implementation. The theoretical basis of this work contains theories of change and policy implementation theories. The objective is to identify factors which can stimulate and not stimulate the implementation of Public Administration Reform Plan 2020, whilst forecasting its implementation. To do so, 15 stimulating factors resulting from theories of change and policy implementation theories will be used which presence can forecast successful implementation of policy. The author concludes that the implementation of policy in its current version is not possible due to the absence of several essential stimulating factors.
