Vietu plānošanas pieejas: priekšlikumi Mārupes novada centra attīstībai

Abstract

Teritorijas attīstības plānošanas praksē novērots, ka lokālplānojumos visbiežāk netiek risināti teritoriju ietverošās kopienas attīstības un dzīves vides veidošanas jautājumi, kas ir vitāli svarīgi gan topošajiem iedzīvotājiem, gan teritorijas ilgtspējas nodrošināšanā. Šāda kompleksa teritorijas attīstības plānošanas dokumenta, uz ilgtspējīgiem apbūves un kopienu vērstu risinājumiem izstrādi ne pašvaldībai, ne teritorijas attīstītājam plānošanas sistēmas tiesiskais regulējums šobrīd neparedz. Tāpēc rodas pamatots jautājums par lokālplānojuma, kā vietas attīstības instrumenta, lomu mūsdienīgu teritoriju attīstībā. Maģistra darba “Vietu plānošanas pieejas: priekšlikumi Mārupes novada centra attīstībai” mērķis ir izstrādāt priekšlikumus kompleksai un ilgtspējīgai lokālplānošanas pieejai Latvijā, to piemērojot Mārupes novada centra plānošanas gadījumam. Lokālplānojuma pieeja piemērota Mārupes novada Bieriņu purva kā potenciālā novada centra teritorijas gadījumam, ko rosina straujā teritorijas izaugsme un sabiedrības vajadzības pēc jauna centra un funkcijām. Darbā tiek apskatīts lokālplānošanas ietvars un process, Mārupes novada funkcionālo struktūru un attīstības iespējām, Bieriņu purva teritorijas attīstības iespējām, kā arī tiek sniegtas rekomendācijas Mārupes novada jaunā centra lokālplānošanai.Darba galvenais secinājums saistās ar to, ka lokālplānošanas pieeja Latvijā ir jāmaina, to pielāgojot mūsdienīgām pilsētvides kvalitātēm, liekot uzsvaru uz daudzveidīgas, integrētas teritorijas attīstību un sabiedrības iesaisti teritorijas un kopienas veidošanas procesā.

In the local planning practice it has been observed that local planning often does not address the development and formation of a community and living environment that is vital for both the future population and the sustainability of the site. Currently the planning system neither for the local government nor the site developer does not offer to create such complex territory development planning document for sustainable building and community-based solutions. Therefore, a legitimate question arises as to the role of local planning as a tool for development of a site in the development of modern territories. The aim of master thesis “Local planning approaches: proposals for the development of Mārupe county center” is to elaborate proposals for a complex and sustainable approach to local planning in Latvia, applying it to the planning of the Mārupe county center. The local planning approach is suitable for the Bieriņi bog area as a potential area of the center of the county, which is encouraged by the rapid growth of the territory and the needs of the community for a new center and functions. The paper discusses the framework and process of local planning, the functional structure and development possibilities of the Marupe county, the possibilities of development of the Bieriņi bog territory, as well as recommendations for the planning of the new center of the Marupe county.The main conclusion of the work is that the local planning approach in Latvia needs to be changed, adapting it to contemporary urban environment qualities, with emphasis on the development of a diverse, integrated territory and the involvement of the community in the planning and creation process.
