Darba mērķis ir izpetīt kā vēstures gaitā ir attīstījusies jēdziena „civilais objekts” izpratne un kā šo jēdzienu izprot un tulko mūsdienu starptautisko tiesību pasaulē, apskatot humanitāro tiesību vēsturi un veidošanos. Apskatīt jēdziena piemērošanas problemātiku mūsdienās, ņemot vērā notiekošos konfliktus gan starp valstīm, gan nevalstiskajām organizācijām un to ietekmi uz civiliedzīvotājiem un aizsargātajiem objektiem. Izvērtēt vai militārā nepieciešamība attaisno netiešos bojājumus civilajiem objektiem un civiliedzīvotājiem. Noteikt kādos gadījumos ir piemērojama 1949.gada Ženēvas kovencijas 1977.gada I un II Papildprotokols, un vai ņemot vērā pēdējās desmitgades notikumus pasaulē jaunas atbilstošākas konvencijas izveide būtu nepieciešamība. Tēmas izvēli var pamatot ar vēlmi izpetī civilā objekta jēdzienu un tā aizsardzību mūsdienās. Ņemot vērā pēdējā gadsimta notikumus pasaulē, saistībā ar notiekošajiem bruņotajiem konfliktiem un terora aktiem, civiliedzīvotāju un civilā objekta aizsardzība ir neskaidra. The goal of the study is to analyze the development of the concept “civil object” and how this concept are understood and translated in the word of modern international law by looking at the history and formation of humanitarian law. Examine the problem of application of the concept today, by taking into account the ongoing conflict between countries and nongovernmental organizations and their impact on civilians and protected objects. Understand does the collateral damage done to civilians and civil objects are justified by military necessity. Establish in which cases The Additional Protocols I and II (1977) of Geneva Convention of 1949 are applicable, and considering the latest events in the word, does creation of a new appropriate convention would be a necessity. The choice of the subject can be based on the desire to research the concept of civilian object and its protection today. Considering the events of the latest century in the world, associated with the ongoing armed conflicts and terror acts, the protection of civilians and civil object is uncertain.
