Agrārā reforma Latvijā 20. gadsimta 20.- 30. gados Tās nozīme un tiesiskie aspekti

Abstract

Agrārā reforma, kas tika veikta Latvijā no 1920.gada 16.septembrim līdz 1930.gadiem, ir bijis viens no nozīmīgākajiem vēstures notikumiem Latvijā. Mūsdienās šādu krasu tiesību reformu, kas nepieciešama saimniecības restrukturizēšanu, daudzi uzskatītu par neiespējamu. Kā pētījuma mērķi, autors izvirza agrārās reformas iemeslu un strīdus situāciju, ko tā radīja Latvijas sabiedrībā, noskaidrošanu. Lai sasniegtu šo mērķi darba autors salīdzinās dažādu citu autoru pētījumus par agrārās reformas vēsturi, vēstures tiesību avotus, kā arī izpētīs tā laika Augstākās tiesas Senāta spriedumus, un vācu minoritātes sūdzību Tautu Savienībai. Pētījuma rezultātā autors norāda uz agrārās reformas nozīmi sociālā miera saglabāšanai Latvijā, valsts finansiālo ieguvumu no agrārās reformas, agrārās reformas aizstāvju lielo ieguldījumu agrārās reformas starptautiskai atzīšanai un galvenajiem agrārās reformas radītajiem strīdus cēloņiem vietējo iedzīvotāju vidū. The agrarian reform that took place in Latvia from 16 September 1920 to 1930's has been one of the most significant historical events in Latvia. Nowadays, many of these drastic legal reforms required for economy restructuring are considered impossible by many. As the aim of the study, the author raises the cause of the agrarian reform and the clarification of the controversial situations it created in Latvian society. To achieve this goal, the author will compare the research of different authors on the history of agrarian reform, sources of historical law, as well as investigate the judgments of the Supreme Court Senate at that time, and the German minority's complaint to the League of Nations. As a result of the research, the author points to the importance of agrarian reform for the maintenance of social peace in Latvia, the financial gain of the state from the agrarian reform, the great contribution of the advocates of agrarian reform to the international recognition of agrarian reform and the main causes of disputes among the local population caused by agrarian reform.
