Sabiedrības līdzdalība Latvijas administratīvi teritoriālās reformas procesā

Abstract

Bakalaura darba ‘’Sabiedrības līdzdalība Latvijas administratīvi teritoriālās reformas procesā’’ mērķis ir veikt Latvijas Republikas Vides aizsardzības un reģionālās attīstības ministrijas darbības novērtējumu sabiedrības līdzdalības jomā, konkrēti izstrādājot administratīvi teritoriālo reformu (ATR). Pētījumā izmantotas kvantitatīvas un kvalitatīvas pētniecības metodes- veikta trīs galveno rīcībpolitikas dokumentu- informatīvie ziņojumi “Par sabiedriskai apspriešanai izvirzāmo administratīvi teritoriālā iedalījuma modeli” un ‘’Par administratīvi teritoriālo iedalījumu’’, kā arī likumprojekta "Administratīvo teritoriju un apdzīvoto vietu likumus" kvantitatīva un kvalitatīva satura analīze. Pētījumu papildina divas praktiskas publisko apspriežu (Ikšķiles un Aglonas pašvaldību gadījumu) kvantitatīvās un kvalitatīvas kontentanalīzes, kuras sniedz ieskatu kādam sabiedrības līdzdalības līmenim atbilst VARAM īstenotās sabiedriskās apspriedes. Darbības novērtējuma pamatā izmanto sabiedrības līdzdalības līmeņu teoriju. Pētījumā apkopotā informācija ļauj saprast kā sabiedrības līdzdalība tiek atspoguļota rīcībpolitikas dokumentos un kā sabiedrības līdzdalība izpaužas praktiskos publisko apspriežu gadījumos. Pētījums primāri būs saistošs rīcībpolitikas pētniekiem un ATR iesaistītajām pusēm- ministrijām, pašvaldībām un citiem politikas izstrādātājiem, lai apzinātos sabiedrības lomu kvalitatīvas un leģitīmas politikas īstenošanā. Pētījums arī norāda uz nepilnībām sabiedrības līdzdalības iesaistē, īstenojot ATR, kā arī sniedz ieteikumus kādus sabiedrības līdzdalības instrumentus nepieciešams izmantot, lai uzlabotu iedzīvotāju iesaisti kvalitatīvākas reformas izstrādē.

The aim of the Bachelor’s Thesis “Participation of civic society: case of Latvia's administrative territorial reform” is to evaluate the activities of the Ministry of Environmental Protection and Regional Development of the Republic of Latvia in the field of public participation, particularly when developing administrative territorial reform (ATR). Quantitative and qualitative research methods have been used in the study – quantitative and qualitative analysis has been implemented in the three main policy documents – informative reports “On the model of administrative territorial division to be submitted for public discussion” and “On the administrative territorial division”, as well as the draft law “Laws on administrative territories and residential areas”. The study is supplemented by two practical quantitative and qualitative content analyses of the public consultations (the cases of Ikšķile and Aglona municipalities), which provide an insight about the public participation level that the public consultations implemented by the MEPRD correspond to. The assessment of the activity is based on the theory of public participation levels. The information gathered within the study allows one to understand how public participation is reflected in the policy documents and how public participation manifests itself in practical cases of public consultations. The study can be primarily used by the policy researchers and the stakeholders of the ATR – ministries, municipalities and other policy makers – in order to be aware of the role of society in the implementation of high-quality and legitimate policy. The study also points to the deficiencies in the involvement of public participation, when implementing the ATR, as well as provides recommendations on what public participation tools should be used to improve involvement of the residents in the development of a higher quality reform.
