Abstract

Šajā disertācijā tiek pētīts, kā Eiropas Savienības ietvaros tiek panākts, lai noteikta veida valsts pārvaldes licences un atļaujas būtu derīgas (atzītas) arī citās valstīs, un kā valstīm savā starpā jāsadarbojas, lai veiksmīgi nodrošinātu personu un uzņēmumu uzraudzību, neradot nepamatotus šķēršļus to īstenotajai mobilitātei un komercdarbībai Eiropas Savienībā. Promocijas darba mērķis ir, pirmkārt, noskaidrot pārrobežu administratīvo aktu un to atzīšanas metodoloģisko saturu un robežas, kā arī atzīšanas vai neatzīšanas tiesiskās sekas un, otrkārt, identificēt ar pārrobežu administratīvajiem aktiem saistītās juridiskās problēmas Latvijas administratīvajās tiesībās un izstrādāt to risinājumus. This dissertation examines how to make certain decisions and permits of state institutions to make valid (recognized) in other countries within the European Union, and how member states should cooperate in this regard to successfully ensure the supervision of individuals and companies without creating unjustified obstacles to their activity in the European Union. The objective of this doctoral thesis is, firstly, to study the methodology and the scope of recognition of foreign administrative acts as well as the legal consequences of recognition or non-recognition thereof.
