Stopiņu novada pašvaldības finansēšanas mehānisms

Abstract

Bakalaura darba tēma ir “Stopiņu novada pašvaldības finansēšanas mehānisms”. Pētījuma mērķis ir, pamatojoties uz pieejamo literatūru un statistikas datiem, izpētīt pašvaldību finansēšanas mehānismu un sniegt priekšlikumus tā pilnveidošanai. Darbs sastāv no trīs nodaļām, pirmajā tiek raksturots Latvijas pašvaldību budžetu sastādīšanas mehānisms, reglamentējošā likumdošana un citi teorētiskie aspekti pašvaldību budžeta veidošanā. Otrajā nodaļa tiek apkopots vispārīgais raksturojums par Stopiņu novada pašvaldību un tiek analizēts pašvaldības budžeta ieņēmumi un izdevumi. Trešajā nodaļā tiek aprakstīta pašvaldību reforma un tā ietekme uz Stopiņu novada pašvaldību apvienības gadījumā ar 3 citām pašvaldībām, ka arī apkopoti gaidāmie reformas rezultāti. Darba nobeiguma tiek apkopoti secinājumi par darbā veikto analīzi kopumā un sniegti jaunizveidotajai pašvaldībai (no 2021.gada 01.jūlija) priekšlikumi finansēšanas mehānisma uzlabošanai.

The theme of the bachelor's thesis is "Stopini municipality financing mechanism". The aim of the research is to study the financing mechanism of local governments on the basis of available literature and statistical data and to provide proposals for its improvement. The work consists of three chapters, the first one describes the mechanism of Latvian local government budgeting, regulatory legislation and other theoretical aspects of local government budgeting. The second chapter summarizes the general description of Stopini municipality and analyzes the municipal budget revenues and expenditures. The third chapter describes the local government reform and its impact on the Stopini municipality association with 3 other local governments, as well as summarizes the expected results of the reform. At the end of the work, the conclusions about the analysis performed in the work are summarized and proposals for the improvement of the financing mechanism are provided to the newly established local government (from July 1, 2021).
