Abstract
Maģistra darba “Atkritumu apsaimniekošanas nozares pārvaldības novērtējums Latvijā” mērķis ir veikt atkritumu nozares pārvaldības sistemātiski strukturētu izvērtējumu, lai noteiktu kā tā izveidota izrietot no Eiropas Parlamenta un Padomes direktīvas 2008/ 98/EK (Eiropas Savienības oficiālais vēstnesis 2008) par atkritumiem un tiesisko rāmi, kura ietvaros katrai dalībvalstij ir iespēja lemt, lai pielāgotu sistēmu savas valsts vajadzībām, lai nodrošinātu šajā direktīvā noteiktos mērķus un prioritātes. Izstrādājot maģistra darbu, atkritumu nozare tika vērtēta kā sociāli ekoloģiska sistēma. Darbā tika izvērtētas ES prasības atkritumu pārvaldībā institucionālā modeļa kontekstā un visu pārvaldības instrumentu grupu kop kontekstā. Tika salīdzināts Latvijas piemērs ar citu ES dalībvalstu piemēriem- atkritumu apsaimniekošanā ievestajiem pārvaldības modeļiem, izmantojot ieviestās likumdošanas un sistēmas izvērtējumu, nozares ekspertu intervijas , papildus vērtējot atkritumsaimniecību arī pašvaldības līmenī .
The aim of the master's thesis “Waste Sector Management Assessment in Latvia” is to perform a systematically structured assessment of waste sector management to determine how it is based on Directive 2008/98 / EC of the European Parliament and of the Council on waste and the legal framework. Within this framework, each Member State has the possibility to decide to adapt the system to its national needs in order to meet the objectives and priorities set out in this Directive. When developing the master's thesis, the waste sector was assessed as a socio-ecological system. The paper assessed the EU requirements for waste management in the context of the institutional model and in the context of all groups of management tools. The example of Latvia was compared with the examples of other EU member states - management models introduced in waste management, using the evaluation of the implemented legislation and system, interviews with industry experts, in addition to evaluating waste management at the municipal level.
