Lai gan Latvijā sabiedrības vajadzības pārsniedz valsts budžeta iespējas, pašvaldību kapacitāte ieguldījumiem jaunos projektos ir maza un pieejamais ES fondu finansējuma apmērs samazinās, tomēr īstenoto PPP projektu skaits ir niecīgs. Lai noskaidrotu iemeslus zemajai PPP aktivitātei Latvijā un apzinātu PPP attīstības iespējas, tika veikts pētījums „Publiskā un privātā partnerība Latvijā, instuments publiskā sektora attīstībai”. Pētījuma mērķis ir identificēt publiskā sektora ieguvumus PPP instrumenta ieviešanā, veikt PPP tirgus situācijas un PPP projektu labās prakses piemēru analīzi, kā arī izstrādāt priekšlikumus PPP attīstības veicināšanai Latvijā. Pētījums papildina jau esošo pētījumu bāzi analizējot jaunāko pieejamo informāciju un datus par PPP, kā arī aplūkojot papildus aspektus kā, piemēram, PPP politika un valdības atbalsts PPP projektu īstenošanā. Pamatojoties uz veiktā pētījuma rezultātiem, autore secina, ka PPP ir viens no instrumentiem investīciju projektu īstenošanā, tomēr Latvijā priekšroka tiek dota citiem projektu īstenošanas veidiem. Publiskajam sektoram ir interese par PPP, tomēr trūkst zināšanu un pieredzes tās īstenošanā. PPP aktivitāti Latvijā iespējams veicināt ar mērķtiecīgu PPP politiku, padziļinātas izpratnes veidošanu par PPP procesu un PPP projektiem, kā arī definējot veidu kā ES fondu finansējumu iespējams kombinēt ar PPP instrumentu. Although the needs of the society in Latvia exceeds the possibilities of the state budget, the capacity of the local governments to invest in new projects is small and the available amount of the EU funding is decreasing, however, the number of implemented PPP projects are insignificant. In order to find out the reasons for the low PPP activity in Latvia and to identify the opportunities for PPP development, the research “Public-private partnership in Latvia, an instrument for the public sector development” was conducted. The aim of the research is to identify the public sector benefits of the PPP instrument,to analyze the PPP market situation and good practice examples of the PPP projects, as well as to develop the proposals for PPP development in Latvia. The study complements the existing research base by analyzing the latest available information and data about PPP, as well as examine additional aspects such as PPP policy and the government support for PPP projects. Based on the results of the research, the author concludes that PPP is one of the instrument how to implement the investment projects, however, in Latvia preference is given to other ways of the project implementation. The public sector is interested in PPP, however, it lacks the knowledge and experience to implement such projects. PPP activity in Latvia can be promoted with a purposeful PPP policy, building an in-depth understanding of the PPP process and PPP projects, as well as defining the way in which the EU funding can be combined with the PPP instrument.
