Progresīvās brīvības atņemšanas soda izpildes sistēmas īstenošana ieslodzījuma vietās

Abstract

Latvijas Universitātes studentes Agneses Kairišas bakalaura darbs “Progresīvās brīvības atņemšanas soda izpildes sistēmas īstenošana ieslodzījumu vietās”. Latvijā brīvības atņemšanas soda izpilde tiek īstenota atbilstoši soda progresīvās izpildes principam. Katrā valstī principa piemērošana atšķiras, līdz ar to, bakalaura darba autore ir izvirzījusi mērķi izpētīt progresīvās brīvības atņemšanas sodu sistēmas īstenošanu Latvijā, sistēmas efektivitāti un atbilstību starptautiskajām prasībām. Mērķa sasniegšanai tika izpētīts brīvības atņemšanas soda izpildes jēdziens, vēstures attīstība un ieslodzījumu vietas. Analizēta progresīvas brīvības atņemšanas soda izpildes īstenošana slēgtajos, daļēji slēgtajos un atklātajos cietumos Latvijā. Darba autore veica daļēji strukturētu interviju ar ieslodzījuma vietu personālu par esošajām resocializācijas programmām un to īstenošanu dažādu režīmu ieslodzījumu vietās. Salīdzināja brīvības atņemšanas soda izpildi Latvijā, Lietuvā un Igaunijā. Nonākot pie galvenā atzinuma, ka Latvijā progresīvā soda izpilde pēc 1990.gada 4. maija “Deklarācijas par neatkarības atjaunošanu”, līdz ar cietumu sistēmu reformēšanu un pielāgošanu starptautiskajām prasībām ir pilnveidota un attīstīta. Bachalour work of Latvian University student Agnese Kairisa “Execution of progressive imprisonment penal system in prisons".Latvia imprisonment system is executed in accordance with progressive punishment execution principle. Different countries do have different principes, it’s crucial to understand, how effective the system is in Latvia and how it performs against international standards. To achieve this goal, the concept of serving a custodial sentence, the development of history and places of detention were studied. The implementation of progressive imprisonment in closed, semi-closed and open prisons in Latvia is analyzed. The author of the paper conducted a semi-structured interview with prison staff about the existing resocialization programs and their implementation in prisons of different regimes. The execution of sentences in Latvia, Lithuania and Estonia were compared against Latvian. The progressive execution of imprisonment in Latvia, after 04 May 1990 declaration of independence, has been improved and developed together with the reform and adaptation of prison systems that meet international requirements.
