Mūsdienās sociālie tīkli ir kļuvuši par galveno sabiedrisko diskusiju forumu, kam ir īpaša nozīme tieši vēlēšanu kontekstā. Vēlētāji sociālajos tīklos gan lasa ziņas, gan dalās ar viedokļiem, gan veido izpratni par sabiedrībā populārākajām idejām un filozofijām. Neskatoties uz interneta un sociālo tīklu pavērtajām iespējām, starptautiskās cilvēktiesību organizācijas arvien biežāk norāda uz šo moderno forumu radītajiem riskiem vēlētāju gribas integritātei. Tie saistīti gan ar automatizēto sistēmu izmantošanas nepārredzamību, gan kaitīgām vārda brīvības izpausmēm. Situāciju vēl vairāk sarežģī neskaidrības par tiesību, pienākumu un atbildības sadalījumu valsts, sociālā tīkla un lietotāja starpā cilvēktiesību jomā. Darba autore uzskata, ka iespējams juridisks ietvars vēlētāju gribas integritātes aizsardzībai sociālajos tīklos ir valsts pozitīvais pienākums aizsargāt privātpersonu no kaitējuma, ko tai nodarījusi cita privātpersona, apskatot gan valsts atbildības robežas, gan līgumslēdzēju gribas autonomijas robežas līgumiskajās attiecībās starp sociālo tīklu un lietotāju. Today, social networks have become the main forum for public debate, which is particularly important in the context of elections. Voters use social networks to read news, share opinions and develop their understanding of the most popular ideas and philosophies in the society. Despite the ample opportunities offered by the internet and social networks, international human rights organisations are increasingly pointing to the risks posed by these modern forums to the integrity of the voters' will. These range from the lack of transparency in the use of automated systems to harmful speech. The issue is further complicated by confusion over the distribution of rights, obligations and responsibilities between the state, the social network and the user in the field of human rights. The author of the thesis considers that a possible legal framework for protecting the integrity of voters’ will in social networks is the positive obligation of the state to protect a private individual from harm caused to him by another private individual, considering both the limits of the state's responsibility and the limits of the autonomy of the will of the parties in the contractual relationship between the social network and the user.
