Latvijas Republikas valsts budžeta analīze Covid-19 krīzes kontekstā

Abstract

Maģistra darbs ''Latvijas Republikas valsts budžeta analīze Covid – 19 krīzes kontekstā'' ir izstrādāts, lai izpētītu valsts budžeta funkcijas, struktūru, izpildi un dinamiku Latvijā dažādos laika periodos. Valsts budžetam ir būtiska loma kopējā valsts ekonomikas pārvaldībā, jo budžets ietekmē resursu sadali, kā arī nodokļu un valsts parāda līmeni, tādēļ ir nozīmīgi veikt valsts budžeta analīzi un noskaidrot, kā valsts budžets tika ietekmēts finanšu krīzes un Covid – 19 krīzes kontekstā. Maģistra darba mērķis ir izvērtēt Latvijas Republikas budžeta veidošanās un izlietojuma īpatnības laika posmā no 2008. līdz 2022. gadam un noteikt potenciālos riskus Covid - 19 radītās krīzes kontekstā, sniedzot priekšlikumus budžeta sistēmas pilnveidošanai. Darbā ir apkopotas atziņas par valsts budžeta struktūru, funkcijām un izpildi, izvērtēta budžeta veidošanās un izlietojuma īpatnības Covid – 19 pandēmijas laikā, un izvērtēta valsts budžeta dinamika Latvijā dažādos laika periodos. Maģistra darbā veikts pētījums, kurā tiek analizēts un izvērtēts Latvijas Republikas budžeta bilances izmaiņu izskaidrojošo mainīgo novērtējums Covid – 19 krīzes un iepriekšējās krīzes seku kontekstā.

The master's thesis "Analysis of the state budget of the Republic of Latvia in the context of the Covid-19 crisis" is designed to study the functions, structure, execution, and dynamics of the state budget in Latvia in different time periods. The state budget plays an important role in the management of the overall national economy because the budget affects the distribution of resources, as well as the level of taxes and public debt, therefore it is important to analyze the state budget and find out how the state budget was affected in the context of the financial crisis and the Covid-19 crisis. The aim of the master's thesis is to evaluate the peculiarities of the formation and use of the budget of the Republic of Latvia in the period from 2008 to 2022 and to determine potential risks in the context of the crisis caused by Covid-19, providing proposals for improving the budget system. The work summarizes findings on the structure, function, and execution of the state budget, evaluates the peculiarities of budget formation and use during the Covid-19 pandemic, and evaluates the dynamics of the state budget in Latvia in different time periods. The research carried out by the master's thesis, in which the variable assessment affecting the changes in the budget balance of the Republic of Latvia is analyzed and evaluated in the context of the consequences of the Covid-19 crisis and the past crisis.
