Teritoriālo kopienu pārvaldība Latvijas pašvaldībās: Saldus novada un Brocēnu pilsētas piemērs

Abstract

Maģistra darba objekts ir Saldus novada teritoriālu kopienu attīstības potenciāls ar mērķi izstrādāt priekšlikumus tā stiprināšanai un pārvaldībai. Kopienu attīstības potenciāla izvērtēšanā svarīgas ir katras kopienas dalībnieku vēlmes un redzējums teritorijas attīstībā; kvalitatīvs dialogs, līdzdalība un līdzdarbība kā neatņemama sastāvdaļa teritorijas attīstībā. Nozīmīga ir dažādu iedzīvotāju grupu motivēšana izteikt savu viedokli un iesaistīties procesos, kā arī šādu iesaistes iespēju organizēšana un savstarpējas uzticības veidošana. Arī kopienas izglītošanas, iesaistes un motivēšanas stiprināšana, sadarbojoties kopienu līderiem, pašvaldībai un NVO ir kopienu pārvaldības iespēju virziens. Darbs balstīts Saldus novada teritoriālo vienību cilvēkkapitāla un sociālā kapitāla izvērtēšanā un Brocēnu pilsētas, kā pilotteritorijas teritoriālās kopienas attīstības iespēju izpētē. Maģistra darbs sastāv no 4 nodaļām ar apakšnodaļām, secinājumiem un priekšlikumiem, izmantotās literatūras saraksta un pielikumiem. Darba pamatteksts izklāstīts 76 lapaspusēs. Darbā iekļauti 35 attēli, un 4 pielikumi. Literatūras un avotu sarakstā iekļautas 134 vienības. The object of the Master's Thesis is to explore the developmental potential of territorial communities in Saldus Municipality, focusing on generating proposals to enhance community strength and management. In assessing the developmental potential of the communities, the expectations and vision of each member regarding the territory's development are crucial. Quality dialogue, participation, and inclusive engagement are integral components of territory development. Promoting the expression of diverse societal perspectives and encouraging active participation from various groups, while also organizing meaningful opportunities for engagement and fostering mutual trust, are of utmost importance. Enhancing community governance involves strengthening education, engagement, and motivation within the community, in collaboration with community leaders, local government, and non-governmental organizations (NGOs). The thesis focuses on evaluating the human capital and social capital within the territorial units of Saldus Municipality, with a specific emphasis on exploring the development opportunities for the territorial community of Brocēni town as a pilot project. The Master's Thesis is organized into four chapters, each with subdivisions, conclusions, and proposals. Additionally, it includes a list of references and attachments. The body of the thesis comprises 76 pages, which incorporate 35 images and 4 attachments. Furthermore, the list of references consists of 134 sources.
