Publiskās un privātās partnerības potenciāls Latvijas Universitātes infrastruktūras attīstībā starptautiskās konkurētspējas paaugstināšanas aspektā

Abstract

Jaunu zināšanu radīšana ir priekšnosacījums valsts ekonomiskās labklājības, drošības un dzīves kvalitātes uzlabošanai. Augstākā izglītība un zinātne ir nozare, kas nodrošina valsts cilvēkkapitāla attīstību, zināšanu, prasmju un kompetenču pilnveidi, to pārnesi uz ekonomiku, un tā ir viena no starptautiskās darbības nozarēm Latvijā. Taču Latvijas augstskolas ir saskārušās ar ievērojamu valsts finansējuma nepietiekamību, kas rada lielus šķēršļus to starptautiskās konkurētspējas paaugstināšanā. Šī situācija rosinājusi uzdot jautājumu, kā LU kā lielākā universitāte Latvijā, var paaugstināt savu starptautisko konkurētspēju ierobežotā valsts finansējuma apstākļos. Darba pirmajā nodaļā autors apkopoja vairāku starptautiski citējamu autoru viedokļus un teorijas par konkurētspēju, starptautisko konkurētspēju un universitāšu starptautisko konkurētspēju, kā arī to veidojošiem faktoriem. Darba otrajā nodaļā autors analizēja LU starptautisko konkurētspēju infrastruktūras kontekstā, kā arī izpētija LU stratēģiskos infrastruktūras attīstības projektus. Darba trešajā nodaļā tika padziļināti analizēts infrastruktūras potenciāls LU starptautiskās konkurētspējas paaugstināšanas aspektā, kā arī PPP kā līdzeklis LU infrastruktūras attīstības projektu realizācijā ar mērķi pārbaudīt, vai PPP ir līdzeklis LU starptautiskās konkurētspējas paaugstināšanai.

The creation of new knowledge is a prerequisite for improving the country's economic well-being, security and quality of life. Higher education and science is a sector that ensures the development of the state's human capital, improvement of knowledge, skills and competences, their transfer to the economy, and it is one of the sectors of international activity in Latvia. However, Latvian higher education institutions have faced significant insufficiency of state funding, which creates major obstacles in increasing their international competitiveness. This situation has prompted the question of how UL, as the largest university in Latvia, can increase its international competitiveness in conditions of limited state funding. In the first chapter of the work, the author summarized the opinions and theories of several internationally quoted authors on competitiveness, international competitiveness and the international competitiveness of universities, as well as the factors forming it. In the second chapter of the work, the author analyzed the international competitiveness of the UL in the context of infrastructure, as well as studied the strategic infrastructure development projects of the UL. In the third chapter of the work, the potential of the infrastructure in terms of increasing the international competitiveness of the UL was analyzed in depth, as well as PPP as a tool in the implementation of infrastructure development projects of the UL, with the aim of checking whether PPP is a means of increasing the international competitiveness of the UL.
