Kapelānu dienests Valsts policijā

Abstract

“Kapelānu dienests Valsts policijā” Tēze - Kapelāns var kalpot kā viens no līdzsvarotu attiecību veicinošiem aspektiem starp policistiem un sabiedrību. Mērķis – analizējot vācu policijas kapelānu dienesta vēsturi un darbības principus un balstoties uz personīgo pieredzi policijas darbā, vērtēt iespējas un nepieciešamību policijas kapelānu dienesta izveidei Latvijā. Darba gaitā tiek analizētas valsts un baznīcas attiecības, sadarbības iespējas un to nepieciešamība, kur policija ir kā valsts varas un spēka monopola realizētāja sabiedrībā. Izpētes gaitā tiek analizēti specifiskie policijas darba apstākļi, policistu personības un saskarsme ar personām, kuras nokļūst policijas darbības zonā. Analizējot policijas saskarsmi ar dažādiem sabiedrības slāņiem, tiek vērtētas policijas kapelāna funkcijas konkrētās situācijās un iespējamā korelācija ar citām institūcijām. Policijas kapelāns tiek reprezentēts kā policijas darbā klātesošs un policistus pavadošs garīgais padomdevējs un aprūpētājs, kura pienākumus ir būt solidāram un vērtējoši kritiskam. Kritiskums savā izpausmē ir ar celsmes kvalitāti un vērtējošs, lai mēģinātu novērst kļūdas un to atkārtošanos. Tiek vērtēta arī kapelāna loma policistu attiecībās ar viņu ģimenēm. Pētījuma rezultātā, autors nonāk pie secinājuma, ka policijas kapelānu dienests ir specifiska darbības joma sabiedrībā, kuru baznīca mūsu valstī vēl nav apguvusi. Ņemot vērā pieredzi Vācijā un peroniskā darba pieredzē balstītu argumentāciju, autors secina, ka kapelānu dienesta izveide valsts policijā varētu būt veiksmīga un spētu sekmēt līdzsvarotas policistu attiecības ar sabiedrību.

SUMMARY

“Chaplain’s service in State police”

Thesis – A chaplain may serve as one of the aspects, contributing to balanced relationships between police officers and society.

Aim – By analyzing the German police chaplain service history and operating principles and taking into account personal experience in police work, to evaluate the opportunities and the necessity for creating a police chaplain service in Latvia. The research includes the analysis of the relationships between church and state, and the opportunities and necessity for their cooperation, as the police force acts as the state’s authority and power monopoly enforcer in society. During the research specific police work circumstances, police officer personalities and contact with persons, who enter the police work area are analyzed. By analyzing the contact between the police force and the different segments of society, the police chaplain’s functions in concrete situations and a possible correlation with other institutions is evaluated. The police chaplain, whose responsibility is to exhibit solidarity and to be critical in evaluation, is presented as a spiritual mentor and caregiver, present in police work and attending to police officers. Criticality, in its manifestation, has a quality of encouragement and is evaluating, attempting to prevent mistakes and their reoccurrence. The chaplain’s role in the relationships of police officers with their families is also evaluated. As a result of the research, the author concludes that the police chaplain’s service is a specific work sphere in society, which the church has not yet acquired in our country. Taking into consideration the experience gained in Germany and argumentation based on personal work experience, the author concludes that creating a chaplain service in the state police force could be successful and could result in balanced relationships beween police officers and society
