Vēlētāju reģistrēšanas tiesiskie aspekti

Abstract

Vēlētāju reģistrācijai ir ļoti būtiska nozīme visā vēlēšanu procēsā, jo tādejādi tiek nodrošināta vairāku Satversmē noteikto pamatprincipu ievērošana. Darba mērķis ir izpētīt vēlētāju reģistrācijas procesu un tā normatīvo regulējumu Latvijā notiekošajās vēlēšanās, izvērtēt iespējamās kļūdas, kā arī vēlētāju reģistra attīstību nākotnē. Darbā tiek pētīts pastāvošais regulējums, tiesu prakse Latvijā un ārvalstīs, lai secinātu, vai vēlētāju reģistrēšanas pastāvošā sistēma Latvijā notiekošajās vēlēšanās ir pilnveidojama un attīstāma. Darba izstrādes laikā tiek secināts,ka Latvijā notiekošajās vēlēšanās ir dažāda prakse, kā tiek reģistrēts vēlētājs, kas var atstāt iespaidu uz vēlēšanu iznākumu.Atslēgas vārdi:Vēlētāju reģistrs,vēlēšanas,viens vēlētājs-viena balss, vienlīdzības princips,vispārīgu vēlēšanu princips.

Voter registration has a very important role in the whole electoral process as it ensures a number of the principles established by the Constitution of Latvia. The aim of this research paper is to explore the process of voter registration and the regulations stipulating the procedure of elections in Latvia, assess the possible errors of voter registration, as well as its development in the future. The conducted research explores the current legislation, case-law in Latvia and abroad to find out whether the existing system of registering voters during elections in Latvia should be improved and developed. . In this research the author has concluded that during elections in Latvia various practices of voter registration are applied which may have an impact on the outcome of the elections.Key words: voter registration, elections, one man-one vote, the principle of equality, general principle of election.
