Baltijas problēma PSRS un ASV attiecībās (1939-1945)

Abstract

Latvijas vēstures literatūrā trūkst pētījumu par ASV un PSRS attiecībām Baltijas jautājumā. Darbā pētītas problēmas – ko ASV zināja par padomju okupāciju, vai Baltijas valstu neatkarība bija vai nebija ASV kara mērķis un kā Savienotās Valstis uzstāja uz padomju okupācijas neatzīšanu. Darbā veikta kvalitatīva analīze Valsts departamenta dokumentiem, kas attiecas uz Latvijas iekšpolitiku un Eiropas kara arēnu Otrā pasaules kara laikā. Pētījums parāda, ka ASV bija pilnībā informētas par Latvijas okupāciju un Latvijas aneksiju un saglabāja stingru neatzīšanas politiku, kaut arī valdība neko nedarīja, lai panāktu Baltijas valstu faktisku neatkarību. Vēsturiskās liecības pierāda arī, ka Franklinam Rūzveltam attiecības ar PSRS bija svarīgākas nekā Baltijas valstis, kaut arī viņš politiski tās nenodeva PSRS.

Latvian historical literature lacks research into the Soviet-American relationship on the Baltic Question. The work investigates U.S. knowledge of the Soviet occupation, whether the United States had actual Baltic State independence as a war aim, and how the U.S. enforced their non-recognition of the Soviet occupation of those States using qualitative analysis of State Department documents concerning the internal affairs of Latvia and the European theater. My research shows the U.S. knew about Soviet actions in Latvia and maintained a firm policy of non-recognition, though the government never acted to guarantee the actual independence of the Baltic States. Moreover Franklin Roosevelt saw cooperation with the USSR as a higher priority than independence in the Baltic States, though he would not publicly concede territory to the USSR.
