Noziedzība Rīgā un to ietekmējošie faktori 18. gs. beigās un 19. gs. sākumā

Abstract

Maģistra darba tēma ir „Noziedzība Rīgā un to ietekmējošie faktori 18. gadsimta beigās un 19. gadsimta sākumā.” Darba mērķis bija noteikt tos faktorus, kuri vai kuru mijiedarbība visvairāk ietekmēja noziedzību Rīgā. Darbā galvenokārt izmantoti LVVA nepublicētie un līdz šim pētniecībā neizmantoti avoti. 1.nodaļā tika paradīta ģeopolitiskās vides ietekme uz noziedzību. 2.nodaļā raksturota Rīgas policijas un tiesu sistēma un to saistība ar noziedzību. 3.nodaļā sniegts Rīgas sadzīves raksturojums, parādot tos faktorus (alkohols), kas būdams saistīts ar izklaidi, būtiski ietekmēja noziedzības un nelaimes gadījumu statistiku pilsētā. 4.nodaļā skaidrota atšķirība starp iedzīvotājiem un sabiedrību Rīgā, kā arī atklāti sabiedrībā esošie stereotipi par noziedzniekiem. 5.nodaļā analizēti konkrēti noziegumu veidi, sadalot tos 3 vadošajās grupās: pret valsti, pret īpašumu un pret personu, savukārt pēdējā – 6.nodaļā – sniegts drošības problēmas Rīgā izvērtējums. Darbā pirmo reizi Latvijas vēsturē noziedzība Rīgā analizēta kā 3 faktoru mijiedarbības rezultāts, t.i., vietas, laika un cilvēka. Ar noziedzības analīzes palīdzību tika pierādīts, ka Rīga 18. gadsimta beigās un 19. gadsimta sāka būtiski atpalikt savā modernizācijā no citām Eiropas pilsētām, piemēram, Berlīnes un Londonas, saglabājot vecmodīgu raksturu pārvaldē, tiesu sistēmā un arī noziedzībā.

The theme of the paper is “Criminality in Riga and the Factors Influencing It in the End of the 18th and the Beginning of the 19th Century”. The aim of the work was defining the factors which or the correlation of which influenced criminality in Riga most. The sources used in this work were mostly the sources of Latvia State History Archive which have not been used in research or published so far. Chapter 1 of the present paper shows the influence of the geopolitical situation on criminality. In chapter 2 the author has analyzed Riga police and judicial system and its connection to crime. Chapter 3 on its turn offers characterization of the social life in Riga, showing the factors that were related to entertainment and had considerable impact on criminality and the number of accidents in the city. Chapter 4 explains the difference between the terms ‘inhabitants’ and ‘society’ as well as reveals some stereotypes about criminals in the society. In chapter 5 the author offers analyses of particular types of crime classified in three large groups – crime against the state, crime against the property and crime against the person. The last chapter (number 6) on its turn deals with evaluation of the security problems in Riga. For the first time in the history of Latvia criminality in Riga has been analyzed as a result of the correlation between three factors – Place, Time, and Man. With analyses of criminality, the author proves that in the end of the 18th and the beginning of the 19th century Riga fell behind other European cities (e.g. Berlin or London) in the respect of modernization and preserved the old traits in administration, in the judicial system and crime.
