ES budžeta līdzekļu izmantošanas iespējas Solidaritātes un migrācijas plūsmu pārvaldīšanai Latvijā

Abstract

Maģistra darbs ir veltīts Eiropas Savienības budžeta līdzekļu izmantošanas iespējām solidaritātes un migrācijas plūsmu pārvaldīšanai Latvijā. Maģistra darba mērķis ir izpētīt Eiropas Savienības budžeta līdzekļu izmantošanu Latvijā Solidaritātes un migrācijas plūsmu pārvaldīšanas pamatprogrammas 2007. – 2013.gadam ietvaros un vadoties no veiktā pētījumā izstrādāt priekšlikumus Eiropas Savienības programmas līdzekļu efektīvākai apgūšanai. Darbā ir noskaidrota migrācijas būtība, tās tendences globalizācijas procesu ietekmē, šo divu procesu savstarpējā mijiedarbība, analizēta situācija Latvijā pēdējos gados. Ir izvērtēti solidaritātes principi Eiropas Savienībā un programmas tiesiskais regulējums. Darba praktiskajā daļā ir veikta Solidaritātes un migrācijas plūsmu pārvaldīšanas pamatprogrammas finansējuma analīze Eiropas Savienībā kopumā, programmas ietvaros finansēto fondu un realizējamo prioritāšu salīdzinājums Latvijā un Igaunijā. Uz veiktās analīzes pamata darbā piedāvātas rekomendācijas programmas sekmīgai realizēšanai, kas palīdzes efektīvāk izmantot piešķirto finansējumu un ātrāk sasniegt programmas ietvaros nospraustus mērķus.

The Master paper is devoted to possibilities of application of the budget funds of the European Union for management of solidarity and migration flows in Latvia. The aim of the Master paper is to study application of budget funds of the European Union in Latvia in the framework of the General programme Solidarity and Management of Migration Flows for the period 2007 - 2013 and following performed research to work out proposals for more effective uptaking appropriations of the funds of the European Union programme. In the paper there is examined concept of migration from the viewpoint of the economic theory, theoretical aspects of the globalisation, mutual interaction of the both processes, as well as analysed situation in Latvian in recent years. There are evaluated solidarity principles in European Union and lawful regulation of the programme. In the practical section of the paper there is performed financing analysis of the General programme Solidarity and Management of Migration Flows in European Union in general, comparison of financed funds and supported for realisation priorities in Latvia and Estonia within the programme. On the basis of performed analysis in the paper there are offered recommendations for successful realisation of the programme that will help to use allocated funds more effectively and achieve set objectives within framework of the programme faster.
