Maģistra darba mērķis ir izpētīt operacionālā riska jēdzienu un izstrādāt priekšlikumus operacionālā riska pārvaldīšanas pilnveidošanai Latvijā.
Maģistra darba pirmajā nodaļā ir izpētīti dažādi termina „operacionālais risks” varianti, kā arī apkopotas šī riska klasifikācijas. Turpat izpētīti un izanalizēti zaudējumu piemēri, kas radušies operacionālā riska nepietiekošas pārvaldes rezultātā. Maģistra darba otrajā nodaļā ir pētīts operacionālā riska atspoguļojums likumdošanas bāzē, „Bāzele I” un „Bāzele II” vienošanās, kā arī veikts to salīdzinājums un tiek precizēta šo dokumentu ieviešanas pakāpe Latvijas likumdošanā un komercbanku aktos. Trešajā nodaļā ir izpētītas dažas metodes operacionālā riska samazināšanai, kā arī konstatētas iespējamas kļūdas un nepilnības darbā ar personālu Latvijas komercbankās. Šajā nodaļā autore piedāvā dažus uzlabojumus cīņā ar operacionālo risku, pamatojot uzlabojumu efektivitāti uz abstraktas „A” bankas piemēra.
Maģistra darba ietvaros tiek pētīta Latvijas komercbanku prakse ar nolūku konstatēt esošas operacionālo risku pārvaldīšanas politikas trūkumus un pamatot nepieciešamību veikt uzlabojumus šajā jomā, lai samazinātu banku izmaksas, paaugstinātu procesu efektivitāti un atbilstību mūsdienu vajadzībām un tehnoloģijas attīstības līmenim. Maģistra darbā autore ir izstrādājusi konkrētus piedāvājumus operacionālā riska seku ierobežošanai, atspoguļojot to efektivitāti uz „A” bankas piemēra. Autores piedāvājumi ir pielāgoti tieši mūsdienu Latvijas situācijai banku sektorā. Pēc autores domām, pašreizējais krīzes periods ir ideālais laiks reformām risku pārvaldē, jo tās var sekmēt efektīvāku resursu izmantošanu.
Maģistra darba pamatteksts ir izklāstīts 90 lapaspusēs. Darbā ir 4 attēli, 31 grafiks un 35 tabulas. Literatūras un avotu sarakstā ir iekļautas 34 vienības. The objective of the master paper is to state real lacks in activities of Latvian business banks and to work out suggestions of improvement in risk management. These suggestions are based on the detailed analysis of different definitions of the concept “operational risk”, historical examples of losses because of insufficient control of the operational risk and Bazel II agreement.
The first chapter of the master paper analyses different definitions of the concept “operational risk” and generalizes classifications of this risk. The chapter also studies examples of losses because of insufficient management of the operational risk. The second chapter of the master paper researches the operational risk in the legislative sphere, more precise in Bazel II agreement. There is also a comparison of Bazel I and Bazel II agreements. The author finds out the degree of adoption of these documents in the Latvian legislation and in the procedures of business banks. The third chapter deals with methods of minimizing the operational risk and also states mistakes, defects in the Latvian banks work with its personal. In this chapter the author offers some improvements in the fight with the administrative risk substantiating their efficiency on the examples of the abstract “A” bank.
Within the master paper the practice of Latvian business banks was studied with purpose to state problems in the risk management and to substantiate necessity of improvements processes in this sphere, to reduce costs, improve the efficiency of processes and their correspondence with demand and technologies of the present. The author recommends new solutions to minimize consequences of the administrative risk illustrating them with abstract “A” bank dates in table form. The author’s suggestions are adapted to the modern situation in the bank sector of Latvia. The author thinks that it’s the best time now to reform risk management to optimize resources.
