Eiropas Savienības vienotā maksājumu ietekme uz Latvijas lauksaimniecības attīstību

Abstract

Maģistra darba “Eiropas Savienības vienotā maksājuma ietekme uz Latvijas lauksaimniecības attīstību” mērķis ir novērtēt Eiropas Savienības vienotā maksājuma ietekmi uz Latvijas lauksaimniecības galveno nozaru attīstību, izvērtējot līdzšinējo pieredzi ES tiešo maksājumu administrēšanas procesā, novērtējot ražošanas nozares attīstības prognozes un secināt, vai vienotā maksājuma ieviešana neveicinās lauksaimniekus atteikties no ražošanas par labu vides saglabāšanai. Maģistra darba ietvaros tiek analizēta ES KLP veidošanās, izvērtējot tās attīstības virzienus un mērķus, kā arī analizēta ES vienotā maksājuma ieviešanas ietekme uz Latvijas lauksaimniecības attīstību. Maģistra darbs ietver 3 nodaļas, kas veidotas, lai nodrošinātu loģiski secīgu informācijas izklāstu noteiktā mērķa sasniegšanai. Pirmā nodaļa „ES vienotā maksājuma teorētiskie aspekti” sniedz informāciju par ES KLP veidošanās un attīstības posmiem, kā arī vienu no būtiskākajiem virzieniem - vienotā maksājuma ieviešanu. Otrajā nodaļā „Zinātniski pētnieciskie darbi un tajos paustās atziņas par Eiropas Savienības vienotā maksājuma ietekmi uz lauksaimniecības attīstību” tiek analizēti līdz šim veiktie pētījumi par vienotā maksājuma ieviešanas shēmu un tā potenciālo ietekmi uz lauksaimniecības attīstības virzieniem. Trešajā nodaļā „ES tiešo maksājumu ietekmes analīze” tiek analizēta atsevišķu Latvijas lauksaimniecības nozaru – piensaimniecības, gaļas ražošanas un graudkopības attīstības rādītāji un nākotnes perspektīvas, līdzšinējā tiešo maksājumu administrēšanas pieredze un veiktas prognozes par nākotnes attīstības perspektīvām lauksaimniecībā. Maģistra darbā ir 124 lappuses, tas sastāv no 3 nodaļām un 5 apakšnodaļām, kurās, savukārt, informācijas uzskatāmībai tiek izmantotas 8 tabulas, 38 attēli un 6 pielikumi.

The task of the Master’s work “Impact of the Single payment scheme of the European Union on development of Latvia’s agriculture” is to evaluate the impact of single payment scheme of the European Union on development of the key agricultural sectors of Latvia, evaluating previous experience in the administration process of EU direct payments, evaluating projections of the development of production sectors and to elaborate conclusions whether implementation of single payment scheme would not lead farmers to abandon production in favor of environmental conservation. Development of the EU CAP is analysed in the Master’s work, directions and objectives of the development were evaluated, as well impact of the implementation of EU single payment scheme on development of agriculture of Latvia were analysed. Master's work contains three chapters, which are elaborated to provide logical presentation of information for achievement of the set task. The first chapter “Theoretical aspects of EU single payment scheme” provide information on development of EU CAP as well one of the most important elements - implementation of single payment scheme. Recently performed research works on implementation of single payment scheme are analysed in the second chapter „Research works and theirs conclusions on impact of EU single payment scheme on development of agriculture” as well projections of the development of agriculture were analysed. In the third chapter „Analysis of impact of EU direct payments” several sectors of agriculture of Latvia is analysed, particularly development ratios and future perspectives of the dairy, meat production and cereals sector were analysed, as well previous and current experience of the administration were analysed and projections prepared on development perspectives of the future of agriculture. Master’s work is elaborated on 124 pages, and it includes 3 chapters and 5 subchapters, which includes 8 tables, 38 pictures and 6 annexes.
