Latvijas ēnu ekonomikas novērtēšana

Abstract

Ēnu ekonomikai ir liela nozīme valsts tautsaimniecībā, šis efekts ietekmē iedzīvotāju labklājību un valsts labklājību kopumā. Lai novērtētu neoficiālās ekonomikas ietekmi uz valsts ekonomiku, tika izstrādātas vairākas metodes, ar kurām var novērtēt „ēnu” daļu, bet visām piedāvātajām metodēm ir savas priekšrocības un trūkumi, līdz ar to pētnieki mūsdienās izstrādā jaunas metodes un uzlabo tās, kuras jau pastāv. Bakalaura darba mērķis ir objektīvi izskatīt pieejamās ēnu ekonomikas novērtēšanas metodes, salīdzināt to rezultātus un veikt aprēķinus saistītos ar neoficiālās ekonomikas daļas noteikšanu Latvijā. Bakalaura darba pirmajā nodaļā darba autors apskatīja ēnu ekonomikas teorētiskos aspektus: ēnu ekonomikas vispārīgo raksturojumu, aprakstu, struktūru, noteikšanas metodoloģiju un neoficiālās ekonomikas iemeslus. Darba otrajā nodaļā darba autors apskatīja metodes ēnu ekonomikas noteikšanai, pieeju trūkumus, dažādu metožu rezultātu salīdzināšanu un neoficiālās ekonomikas apjomu apskatīšanu 31 Eiropas valstī pēc MIMIC metodes aprēķiniem (no 2010. līdz 2012. gadam). Bakalaura darba trešajā nodaļā veikts Latvijas ēnu ekonomikas novērtējums, izmantojot aptaujas un statistiskos datus. Darba nobeigumā tika izstrādāti secinājumi un priekšlikumi par ēnu ekonomikas apjomu aprēķinu pilnveidošanu. Bakalaura darba kopējais apjoms ir 60 lapaspuses. Darbā iekļauti 16 tabulas un 7 attēli. Shadow economy is very important in national economy, this effect impacts on prosperity of population and national prosperity in total. In order to estimate the impact of the informal economy to the national economy, several methods are developed, which can estimate the "shadow" part, but all offered methods have the advantages and the disadvantages, so the researchers develop the new methods and improve the existent methods. The objective of the bachelor's paper is to examine objectively the available evaluation methods of the shadow economic, to compare the results and to implement the calculations, which are related to the determination of the informal economy part in Latvia. In the first chapter of the bachelor's paper the author considers the theoretical aspects of the shadow economy: the general characterization of the shadow economy, the description, the structure, the determination methodology and the reasons of the informal economy. In the second chapter of the bachelor's paper the author considers the methods of the determination of the size of the shadow economy, the access to the disadvantages, as well as the comparison of the results different methods and the consideration of the informal economy in 31 European countries after the calculations in accordance with the MIMIC method (from 2010 to 2012.). In the third chapter of the bachelor's paper the author performs the estimation of the Latvian shadow economy, the questionnaires and the statistical data are used. In the last chapter of the bachelor's paper the author develops the conclusions and the proposals for the improvement of the calculations of the size of the shadow economy. The bachelor's paper consists of 60 pages. The bachelor`s paper includes 16 tables and 7 figures.
