Bakalaura darbā pētīta progresīva iedzīvotāju ienākuma nodokļa iespējamība Latvijā. Tā nepieciešamība un piemērotība dažādu aspektu ziņā – fiskālais efekts, nodokļu morāle. Darba ietvaros ir apskatīti dažādi teorētiski aspekti no dažādu autoru skatupunktiem – nodokļu būtība, nodokļu progresivitāte, nodokļu morāle. Darba analītiskajā daļā izstrādāti un analizēti četri iespējamie progresīva IIN scenāriji, kā arī, balstoties uz ekspertmetodi, analizēta gan nodokļu sistēma, gan nodokļu morāle, gan iepriekšminētie scenāriji.
Darba noslēgumā ir formulēti 17 secinājumi, kā arī izvirzīti 8 priekšlikumi, kas adresēti gan Finanšu ministrijai, gan Valsts ieņēmumu dienestam, gan valsts pārvaldes darbiniekiem kopumā.
Bakalaura darba apjoms ir 62 lapaspuses. Darbs ir uzrakstīts latviešu valodā un tajā iekļautas 20 tabulas, 4 attēli un 4 pielikumi. The possibility of progressive income tax in Latvia has been researched in this paper – its necessity and suitability in several aspects – fiscal effect, tax morale. Within the framework of this research paper several theoretical aspects from different authors have been considered – nature of taxes, tax progressivity and tax morale. Four different scenarios of progressive personal income tax have been developed in the analytical part of the paper. Tax system and tax morale in Latvia and four presupposed scenarios have been analysed based on expert opinions.
At the end of the research paper there are 17 conclusions and 8 proposals that are directed to Ministry of Finance, State Revenue Service and workers of State Administration in general.
This research paper consists of 62 pages. It is written in the Latvian language and there are 20 tables, 4 illustrations and 4 appendixes included.
