Maģistra darba mērķis ir veikt Nevalstisko organizāciju un Ministru kabineta sadarbības memoranda īstenošanas padomes, kā pilsoniskās sabiedrības stiprināšanas instrumenta, darbības novērtējumu, analizējot Memoranda īstenošanas padomes lomu Memorandā nospraustā mērķa – pilsoniskās sabiedrības attīstības – īstenošanā. Maģistra darbā apskatīts pilsoniskās sabiedrības un nevalstiskā sektora koncepts, sniegts pārskats par normatīvajiem aktiem, plānošanas dokumentiem un veiktajiem pētījumiem nevalstiskā sektora jomā Latvijā, veikts Memoranda īstenošanas padomes izvērtējums. Maģistra darba mērķa sasniegšanai izmantotas tādas datu ieguves metodes kā kvantitatīva kontentanalīze, kvantitatīva aptauja un kvalitatīvas intervijas. Noslēgumā veikti secinājumi un sniegti priekšlikumi Memoranda īstenošanas padomes darbības uzlabošanai. The aim of the master’s paper is to carry out the evaluation of the performance of the Council for Implementation of the Cooperation Memorandum between Non-Governmental Organizations and the Cabinet of Ministers as the instrument of strengthening the civil society by analyzing the role of the Council for Implementation of the Memorandum in achieving the aim of the Memorandum - the civil society development. Master’s paper deals with the concept of the civil society and the non-governmental sector, provides an overview of the laws and regulations, planning documents and the carried studies in the field of non-governmental sector in Latvia, and offers the evaluation of the Council for Implementation of the Memorandum. The methods used to achieve the aim of the master’s paper were the quantitative content analysis, the quantitative survey and the qualitative interviews. In conclusion, the findings and the proposals for improvement of the performance of the Council for Implementation of the Memorandum were made.
