Valsts privātā partnerība kā jauns finansējuma avots autoceļu projektu realizēšanā Latvijā

Latvijas ekonomikai augot un iedzīvotāju dzīves līmenim ceļoties, pieaug arī ceļu lietotāju prasības pēc drošiem un satiksmes intensitātei atbilstošiem autoceļiem. Ar Valsts budžeta un ES fondu līdzekļiem ir nepietiekami, lai autoceļu tīkls tiktu sakārtots, tāpēc ir nepieciešamas piesaistīt papildus finansējumu. Viens iespējamais risinājums ir valsts privātā partnerība.
Maģistra darba mērķis ir: analizēt VPP finansējumu autoceļu projektu realizēšanā un to ietekmi uz autoceļa nozari.
VPP projektam, salīdzinot ar tradicionālo iepirkumu, pievienotā vērtība ir daudz lielāka, jo tiek kombinēta objekta būvniecība un uzturēšana, kas ļauj nodrošināt kvalitatīvāku, efektīvāku, drošāku un ekonomisku rezultātu visā objekta dzīves cikla laikā.

During the rise of economy of Latvia and rising of standard of living of Latvian residents the requirements of road users also increase, demanding safe auto roads satisfying the intensity of traffic. State budget and the EU funds are not enough to adjust the motor road network; therefore it is necessary to attract additional financing. One of the possible solutions is the public – private partnership.
The purpose of the Master’s paper is to analyze Public Private Partnership financing for realization of motor road projects and their impact to the motor road field.
The value added tax of Public Private Partnership projects is much greater than that comparing with the traditional procurement since the construction and maintenance are combined allowing provision of more qualitative, efficient, safe performance including economic result within the whole lifecycle of the object.
