Cēsu novada pašvaldības budžeta sastādīšanas problēmas

Abstract

Bakalaura darba tēma ir Cēsu novada pašvaldības budžeta sastādīšanas problēmas. Bakalaura darba autore ir Finanšu menedžmenta 4.kursa PLK studente Liene Sēkliņa. Bakalaura darba mērķis ir izanalizēt budžeta ieņēmumus un izdevumus un izvērtēt kādas ir budžeta veidošanas problēmas. Darbs sastāv no trīs daļām: teorētiskās daļas, praktiskās daļas un priekšlikumu daļas. Budžets un tā plānošana ir neatņemama pašvaldības darbības sastāvdaļa ar mērķi noteikt un pamatot līdzekļu nepieciešamību noteiktu funkciju izpildei. Teorētiskajā daļā autore izpēta budžeta būtību un budžeta iedalījuma struktūru. Apskatītas definīcijas, likumdošana, kas ir budžeta veidošanas pamats. Praktiskajā daļā autore analizē Cēsu novada pašvaldības ieņēmumus un izdevumus laika periodā no 2007.-2012.gadam, kas vislabāk atspoguļo pašvaldības spēju pārvarēt krīzes periodu. Priekšlikumu daļā autore analizē un apraksta Cēsu novada pašvaldības budžeta veidošanas problēmas, kā arī apskata budžeta pilnveidošanas iespējas. Cēsu novada pašvaldības budžeta sastādīšanas problēmas veido demogrāfiskās situācijas pasliktināšanās novadā, zema uzņēmējdarbības attīstība, kā arī lielais aizņēmumu apjoma slogs. Kā vienu no galvenajiem risinājumiem autore minEiropas Savienības projektu apguvi uzņēmējdarbības vidē. Darba noslēgumā autore sniedz darba gaitā iegūtos secinājumus, kā arī sniedz priekšlikumus budžeta pilnveidošanai. Bakalaura darbs sastāv no 80 lappusēm, ievietotas 11 (vienpadsmit) tabulas un 34 (trīsdesmit četri) attēli.

The theme of this Bachelor thesis is to determine the problems of composing the budget in Cesis district municipality. The author of the bachelor thesis, Liene Seklina is a4th course full time student of Management of Finance. The objective of the thesis is to analyze income and expenses in budgets to estimate the problems in the formatting process. The bachelor thesis consists of 3 parts: the theoretical, practical part and suggestion. Budget and the budget workflow are essential components in successful municipalitiesaiming to determine and substantiate the necessity of the funds for fulfillment of certain functions. In the theoretical section, the author discusses the substance and the breakdown structure of the budget. Throughout this work, definitions and legislation used to create the budget are featured. In the practical part theauthor analyses Cesis district municipality income and expenses from 2007-2012, this period reflects the best municipality’s ability to overcome the period of economical crisis. In suggestion the author analyzes and describes the problems in the Cesis district municipality budget process and reviews the possibilities of budget development. The Cesis district municipality has many problems created by the budget including: low activity in the field of business, demographic decline and a large municipality’s loan. As one of the solutions the author suggests the local government needs to better utilize the European Union projects provided, focusing on the business environment. In conclusion the author represents obtained solutions during the thesis and providesproposals for the problems presented throughout the paper. Bachelor thesis consists of 80 pages, added 11 (eleven) tables and 34 (thirty four) images.
