Abstract

Diplomdarba nosaukums ir „ES fondu apguves analīze un efektivitātes paaugstināšanas iespējas Latvijā”. ES fondiem ir liela loma Latvijas tautsaimniecības attīstības veicināšanā, nozīmīgi ir šo finansējumu iztērēt efektīvi. Pašreizējie ES fondu apguves tempi liecina par problēmām ES fondu apguvē, līdz ar to ir izvērtē esošā situācija un jālabo ES fondu plānošanas un ieviešanas process. Diplomdarba mērķis ir veikt Eiropas Savienības fondu apguves analīzi Latvijā un izstrādāt priekšlikumus ES fondu efektivitātes paaugstināšanai. Pirmajā nodaļā analizēti ES fondu efektivitātes izvērtēšanas teorētiskos aspekti, otrajā analizēti ES fondu darbības principi, apguve Latvijā darbības programmu griezumā, trešajā sniegti priekšlikumi inovāciju projektu iesniegumu izvērtēšanas kritēriju pilnveidei. Diploma thesis is entitled as “Analysis of EU funding acquirement and potential efficiency improvements in Latvia” EU funds have a significant role in the development of the economy of Latvia so it is important that the funding is spent effectively. The current EU funding absorption rate shows problems in planning and implementation so it is necessary to evaluate the situation and to improve the process. The aim of the paper is to make the EU funding acquirement and to develop proposals to increase the effectiveness of EU funding. The first chapter analyzes theoretical aspects of EU funding effectiveness, the second -the operating principles of EU funds and acquirement of EU funding, the third presents proposals for the application improvement of innovation projects.
