Uzturēšanās atļauju ietekme uz nekustamā īpašuma tirgu Latvijā

Abstract

Diplomarbā „Uzturēšanās atļauju ietekme uz nekustamā īpašuma tirgu Latvijā” tiek izpētīta ārvalstniekiem piedāvātā iespēja saņemt termiņuzturēšanās atļaujas pret investīcijām Latvijas ekonomikā un tieši nekustamā īpašuma segmentā. Darba pirmajā daļā ir aplūkoti investīciju teorētiskie pamati, t.sk. investīciju jēdziens, veidi, motīvi. Otrajā nodaļā ir apskatīts uzturēšanās atļaujas jēdziens, kā arī veidi un normatīvais regulējums Eiropas Savienībā, ir apskatīti uzturēšanās atļauju saņemšanas nosacījumi dažādās ES valstīs, t.sk. Latvijā, noskaidroti piedāvātās sistēmas priekšrocības investoru skatījumā. Darba praktiskajā daļā ir analizēts Latvijas nekustamā īpašuma tirgus un to, kā to ietekmē termiņuzturēšanās atļauju izsniegšana pret investīcijām. Ir noskaidroti būtiskākās problēmas un ieguvumi, kā arī piedāvāti priekšlikumi sistēmas uzlabošanai.

In Bachelor’s thesis “The influence of residence permits on Latvian real estate market” the possibility of obtaining short term residence permit for foreigners for investment in Latvian economy and specifically in real estate has been studied. In the first chapter the theoretical basics of investment has been presented, including the term, types and motives for investment. In the second part of the research the term of “residence permit” as well as its types and legislature in European Union have been reviewed, also the conditions for obtaining residence permits in different EU countries have been analyzed, including Latvia; the advantages of the offered system for investors have been presented. In the practical part of the research the real estate market of Latvia has been analyzed and the influence of issuing short term residence permits for investment. The main problems and advantages have been identified and the possible recommendations for improvement of the system.
